The politics of difference has long been concerned with speech, voice and representation. By focusing on the practices and politics of responsiveness—listening, reading and witnessing—the volume identifies vital new possibilities for ethics and social justice. Chapters focus on the conditions of possibility, or listening as ethical praxis; unsettling or disrupting colonial relationships; and ways of listening that highlight non-Western traditions and move beyond the liberal frame. In 1951, Suzanne Briet, a librarian at the Bibliotheque Nationale in Paris, famously said that an antelope in a zoo could be a document, thereby radically changing the way documents were analysed and understood. This book analyzes the everyday emotions of international peacebuilding practitioners as practices that hinder – and potentially help – them to listen more receptively to their local partners. It develops ‘‘emotional practices’’ as an analytical concept by integrating critical feminist perspectives insights into practice approaches. Effective peacebuilding requires international actors to listen to local partners. This sounds simple enough but often fails in practice. Examining how everyday emotions help or hinder internationals’ receptivity to local perspectives, the book challenges the conventional wisdom that emotions do not matter – at least not those of internationals who are the privileged party in peacebuilding partnerships. The book is based on interviews with peacebuilding practitioners, donors and researchers working in the Balkans and East Africa, as well as in the UK, the US and Sweden, and gives a detailed and no-nonsense description of daily dilemmas regarding listening and partnerships. Political theorists often see deliberation--understood as communication and debate among citizens--as a fundamental act of democratic citizenship. In other words, the legitimacy of a decision is not simply a function of the number of votes received, but the quality of the deliberation that precedes voting. Efforts to enhance the quality of deliberation have focused on designing more inclusive deliberative procedures or encouraging citizens to be more internally reflective or empathetic. But the adequacy of such efforts remains questionable. Beyond Empathy and Inclusion aims to better understand the prospects of democracy in a world where citizens are often uninterested or unwilling to engage across social distance and disagreement. Specifically, the book considers how our practices of listening affect the quality and democratic potential of deliberation. Mary F. Scudder offers a systematic theory of listening acts to explain the democratic force of listening. Modeled after speech act theory, Scudder's listening act theory shows how we do something in the act of listening, independent of the outcomes of this act. In listening to our fellow citizens, we recognize their moral equality of voice. Being heard by our fellow citizens is what ensures we have a say in the laws to which we are held. The book also tackles timely questions regarding the limits of toleration and listening in a democratic society. Do we owe listening even to democracy's enemies? After all, a virtue of democratic citizenship is the ability to resist political movements that seek to destroy democracy. Despite these challenges and risks, Scudder shows that listening is a key responsibility of democratic citizenship, and examines how listening can be used defensively to protect against threats to democracy. While listening is admittedly difficult, especially in pluralist societies, this book investigates how to motivate citizens to listen seriously, attentively, and humbly, even to those with whom they disagree.

This book engages the globally pressing question of how to live and work with the haunting power of the past in the aftermath of mass violence. It brings together a collection of interdisciplinary contributions to reflect on the haunting of post-conflict memory from the perspective of diverse country case studies including South Africa, Rwanda, Zimbabwe, Northern Ireland, North and South Korea, Palestine and Israel, America and Australia. Contributions offer theoretical, empirical and practical insights on the nature of historical trauma and practices of collective healing and repair that include embodied, artistic and culturally relevant forms of wisdom for dealing with the past. While this question has traditionally been explored through the lens of trauma studies in relation to the post-Holocaust experience, this book provides new understandings from a variety of different historical contexts and disciplinary perspectives. Its chapters draw on, challenge and expand the trauma concept to propose more contextually relevant frameworks for transforming haunted memory in the aftermath of historical trauma.
