This book debates competing approaches to ethical decision-making for members of the armed forces of liberal democratic states. In this volume, four prominent thinkers propose and debate competing approaches to ethical decision-making for military personnel. Deane-Peter Baker presents and expounds the ‘Ethical Triangulation’ model, an ethical decision-making method he has employed through much of his career as an applied military ethicist. Rufus Black advocates for a natural law-based approach, one which has heavily influenced the framework formally adopted by the Australian Defence Force. Roger Herbert outlines the ‘Moral Deliberation Roadmap’, the moral reasoning framework recently adopted by the US Naval Academy. Iain King then sets out a model of quasi-utilitarian decision-making developed in several post-conflict settings and refined at the UK’s Royal College of Defence Studies. After the opening chapters in which each author outlines their favoured decision-making approach, the four contributors then evaluate each other’s proposals, often critically. Philosopher David Whetham offers some concluding thoughts in which he summarizes areas of agreement between the authors, identifies key areas of difference, and suggests directions for future research. This book will be of great interest to students of military ethics, the ethics of war, moral philosophy, and International Relations, as well as military professionals.

Dual loyalties exist in many medical fields, from occupational health to public health. Military health professionals, as all health professionals, are ethically responsible for their patients' well-being. In some situations, however, military health professionals can face unique ethical tensions between responsibilities to individual patients and responsibilities to military operations. This book summarizes the one-day workshop, Military Medical Ethics: Issues Regarding Dual Loyalties, which brought together academic, military, human rights, and health professionals to discuss these ethical challenges. The workshop examined two case studies: decisions regarding returning a servicemember to duty after a closed head injury, and decisions on actions by health professionals regarding a hunger strike by detainees. This study develops a rational model for the incorporation of ethical values into military decision-making. The values considered include obedience to superiors, professional competence, and elements of just war theory such as proportionality and discrimination. A review of the relevant literature on just war theory and professional military ethics points to the science of multiattribute utility analysis as a means of representing the complex value tradeoffs essential to military decisions. The values and tradeoffs identified are interpreted in a hierarchy of objectives model which is used to evaluate value preferences between decision alternatives. With the hierarchy constructed, tradeoffs between values such as preservation of life and preservation of just social order are explained graphically in terms of indifference curves and utility functions. The effect of organizational roles on the evaluation of tradeoffs is also explored in the context of the model. The relevance of the hierarchy is examined by applying it to a historical decision concerning the strategic bombing of Schweinfurt in World War II. This model is useful as an aid to the understanding of ethical dilemmas, and with little further development could be integrated into a decision support system to aid in ethical decision- making.
