The official Chinese population and birth planning policy has had a major effect on the Chinese people for the past thirty years. The policy is based on a utilitarian ethical model in which the reproductive freedom of individuals is restricted in the name of the common good; however, there are some peole who believe that basic human rights are inalienable and should deserve a privileged place where they are protected and promoted. Any means violating basic human rights are not morally acceptable. Their approach was based on the claim that a morally right human action should not only be concerned with consequences, but also with basic human rights. This study tries to offer a philosophical and theological response to current population policies in China which can contribute to the public good and the general discussion of the population and birth planning policy. By exploring philosophical and theological approaches this study attempts to show that there should not be an ethical contradiction between the observance of the common good on the one hand and basic human rights on the other. The common good is revealed in the fulfillment of the basic human rights of individuals. A public population policy should be made in such a way that it preserves and protects all relevant basic human rights as far as possible, including the basic right to reproductive freedom. Reproductive freedom, however, must be conceived within the set of interrelated basic rights, including the basic human rights to security, subsistence, and civil-political liberties. This study proposes that it is preferable to encourage people to actively and voluntarily participate in family planning projects. A voluntary population policy is more desirable than a coercive policy. A voluntary approach to population policy not only respects basic human rights but also has positive demographic effects.
