"This report summarizes estimated fresh and saline groundwater withdrawals during 2015 from principal aquifers in the United States for various categories of use, which include public supply, self-supplied domestic, industrial, mining, thermoelectric power, irrigation, livestock, and aquaculture. Saline withdrawals from principal aquifers are estimated for public-supply, industrial, thermoelectric-power, and mining uses in each State. Estimated withdrawals from 66 principal aquifers or aquifer systems are tabulated by major lithologic group, State, and category of use. Estimated withdrawals from "other" aquifers that are not part of a principal aquifer also are tabulated. Withdrawals from 10 selected principal aquifers that together accounted for more than 72 percent of the groundwater withdrawals in the United States in 2015 also are discussed. In addition, estimated fresh groundwater withdrawals from principal aquifers for public supply, industry, and irrigation during 2000 and 2015 are compared and discussed"--

A natural consequence of groundwater withdrawals is the removal of water from subsurface storage, but the overall rates and magnitude of groundwater depletion in the United States are not well characterized. This study evaluates long- term cumulative depletion volumes in 40 separate aquifers or areas and one land use category in the United States, bringing together information from the literature and from new analy- ses. Depletion is directly calculated using calibrated ground- water models, analytical approaches, or volumetric budget analyses for multiple aquifer systems. Estimated groundwater depletion in the United States during 1900-2008 totals approx- imately 1,000 cubic kilometers (km3). Furthermore, the rate of groundwater depletion has increased markedly since about 1950, with maximum rates occurring during the most recent period (2000-2008) when the depletion rate averaged almost 25 km3 per year (compared to 9.2 km3 per year averaged over the 1900-2008 timeframe).

The principle of transferable groundwater rights is that by making water rights capable of being traded in the market, water resources can be used more sustainably and efficiently. Groundwater would achieve its economic value, by switching from the high volume-low value irrigation, which is prevalent with many farmers, particularly in South Asia, to low volume-high value urban supply or the growing of intensive horticultural or cash crops. This book discusses transferable groundwater rights in their broader context. It starts with a detailed description of the physical aspects of groundwater, which non-technical readers should find useful, followed by a discussion of legal and economic aspects. Water transfers and the international experiences in transferable groundwater rights are dealt with in detail in two subsequent chapters. A model is presented to guide those involved in water resources management and planning in their decision process to introduce transferable groundwater rights and water rights trading. The author concludes that transferable groundwater rights potentially offer a better alternative to land-based water rights systems. However, he casts serious doubt on whether groundwater rights trading on its own can achieve water resources sustainability, environmental protection and social equity. Government intervention seems to be almost always needed to assist the water rights market and take responsibility for any of its adverse consequences.
