Foreign aid is one of the few topics in the development discourse with such an uninterrupted, yet volatile history in terms of interest and attention from academics, policymakers, and practitioners alike. Does aid work in promoting growth and reducing poverty in the developing world? The first essay revisits the highly debated aid-policy-growth association with updated data. The results overturn Burnside and Dollar's original findings by simply using new data over the same countries and years. Additional tests indicate that the original results are mainly sample driven. Marginal effects from the extended sample (1962-2013) provide some evidence that aid can promote growth in the presence of good policies. Post-Cold War (1990-2013) analysis, however, reveals that aid may decrease growth at any level of policy. The overwhelming majority of the results suggest aid conditional on policy is ineffective. This essay illustrates why the debate continues by showing that the results are highly sensitive to country-year selection, choice of methodology, instrumental variable selection, measurement of institutional quality, and growth rate measurement. Depending on a number of factors, both sides of the debate can be right. The second essay investigates the question "does foreign aid promote entrepreneurship?" This question has not been investigated in the existing literature. With a panel of 38 countries during 2005 to 2014, this research connects aid and recipient countries' entrepreneurial activities. Aggregate aid tends to only boost necessity driven early-stage entrepreneurship and benefit low-income entrepreneurs. Aid to infrastructure promotes entrepreneurship driven by both opportunity and necessity motivations. It also incentivizes more entrepreneurs to compete with homogeneous products. Evidence also suggests that both aggregate aid and infrastructural aid discourages adoption of state of the art technologies, raises business failure rate, and is associated more with necessity-driven early-stage entrepreneurial activities for females.The third research examines the cross-country effectiveness of Aid for Trade (AfT) policy during 2004 to 2013. AfT targets trade liberalization through reducing trade costs and facilitating exports in recipient countries. This development policy has attracted much attention despite the doubts of effectiveness of foreign aid in general. Overall, this paper does not find evidence supporting AfT reducing trade costs or enlarging exports or imports. However, aid to economic infrastructure is positively related to service exports; it also connects aid recipient countries more closely with high-income donor countries via importing more merchandise from each other. At the same time, recipient countries import less from other low and middle income neighboring countries. In terms of sectoral AfT, aid to industry sector decreases manufactured imports, either due to substitution toward domestic manufactured products or because of higher tariffs of manufactured products.

I understand that the UN has a large budget at their disposal for the next year and I am writing to you before our meeting next week to humbly present and argue my point of view regarding where the money should be spent so as to be most effective in aiding the poor. Under the official UN target of giving 0.7% of GNI as ODA, which is met by almost no country, the Western world has given $2.3 trillion over the last five decades (Easterly, 4). While income levels for the poorest have risen partly substantially over the last decades, today almost half of the world population still lives below $2.50 a day and we are not likely to meet the Millennium Development Goals in 2015 (globalissues.org). This should make us wonder about how effective our current aid system really is. I want to propose a two way strategy to start a process of change within the UN as an institution, as well as within the people working for the UN, which should begin next year but will take a longer time to be truly implemented in the thinking of the people. The ideas I will propose do not merely touch the organizational and structural level, but shall also appeal to way people operate personally and motivate to some extend a rethinking of methods applied for years. The role of foreign aid in assisting nations that are grappling with conflicts, non-democratic regimes, under-development amongst other malaises has been questioned by several scholars. The debate has been structured as to whether foreign aid achieves its objective/s without other unintended consequences to the developing nations, such as the interference in local issues which result in the compromised sovereignty. This essay reviewed related literature on foreign aid and its challenges to developing nation's sovereignty. On the basis of the conducted assessment, the essay concluded that there cannot be blanket funding without any conditions as some of the opponents seem to be demanding. Conditionality's around human rights, around good governance, around women empowerment amongst others are deemed necessary and fair. However, conditionality's around the reduction or eradication of social welfare and trade policies that are detrimental to the recipient nation are unfair. Further, imposing similar condition's right across without taking into account the fundamental differences within the recipient nations is also unfair. The conclusion in this regard is that foreign aid does pose a challenge to the sovereignty of recipient nations. Evidence as provided by the opponents of foreign aid points to the fact that foreign aid does lead to interference and thereby seeking to divert policy (trade or otherwise) away from what the intentions of the recipient nations are. Those that are in the neutral will argue that interference would only impact policy autonomy but not the state's right to rule'. Our view is that the inability to self-determine and have your policies dictated somewhere dilutes your right to rule which in essence undermines your sovereignty.
