This report presents the results of a system analysis of many of the AFRL/IF programs that support target engagement under the banner of Sensor to Decision-maker to Shooter. Some of these programs cut across AFRL directorates, are funded by multiple sources and have joint service and coalition partner involvement. The analysis also included a review of the current threat and architecture issues being flagged by Air Force as important to warfighter capabilities. The analysis focused on meeting current needs as well as outlining technical design difficulties, and transition opportunities. The AFRL/IF has done an excellent job in gaining support and funding for key programs. Strong partnerships have been established across the Air Force, Joint and Coalition communities, putting AFRL/IF in a great position to make significant technical contributions leading to a fully compliant fielded capability. This report summarizes key program findings and Recommendations.

Here command means the determination of what to do, and control means the ongoing managementofthe execution ofa command. 3 Decision making is the essence of C I which is accomplished through a phased implementation of a set of facilities, communications, personnel, equipment and procedures for monitoring, forecasting, planning, directing, allocating resources, and generating options to achieve specific and general objectives. 3 The C I system that is in question here is for a strategic military command including its subordinate commands. Although the design methodology that will be expounded in the book is for a military system, it can, to a large extent, apply also to tactical military as well as to civilian management information systems (MIS). 3 A C I system is a decision making network that reflects a hierarchical organization 3 of C I nodes. Each node is responsible for the management of some portion ofthe available resources, where the higher level nodes are responsible for a 3 correspondingly greater portion of the resources. Within a C I system both command and control decision making occur at every level of the hierarchy. Command decisions at one level determine how to satisfy the management decisions at a higher level.

The Data Collection Subsystem (DCS) of the Command, Control, Communications, and Intelligence (C3I) Test-Instrumentation System (C312) consists of mobile computerize hardware that provides automated data collection during operational tests of C3I systems. This research evaluated DCS-operator interfaces and DCS system documentation for manpower, personnel, training, human factors engineering, safety, and health hazards. Emphasis was on human factors engineering. The research was conducted in conjunction with two system tests conducted by the Army Test and Experimentation Command. The major findings were these: (a) Using contractor technicians as operators is wasteful because their maintenance skills are not exploited. Enlisted military personnel should be considered instead. (b) Because there was no formal training program, a formal training evaluation was not conducted. DCS operations were easy to learn, but there were gaps in operator and maintainer knowledge and performance. Manuals were inadequate. Sixteen training-relate findings were documented. (c) Hard-wire setup required 1-1/2 hours; teardown required about 50 minutes. Rapid deployment to a new location would require at least 2 hours 20 minutes, not including transit time, site location and layout, weather delays, and so on.
