Environment Canada is nearing completion on three significant initiatives undertaken in consultation with, among others, the Canadian Electrical Association. These are the Operations Phase and Decommissioning Phase Environmental Codes of Practice for Steam Electric Power Generation, and the revision of the national emission guidelines for thermal power generation. An overview of each initiative is presented with emphasis on the consultative process used in its development. The nature and content of the codes and the major revisions to the guidelines are outlined, and the success of the consultation process is commented on. A summary is provided of recommendations concerning the Operations Phase Code of Practice.

The Design Phase Code is one of a series of documents being developed for the steam electric power generation industry. This industry includes fossil-fuelled stations (gas, oil and coal-fired boilers), and nuclear-powered stations (CANDU heavy water reactors). In this document, environmental concerns associated with water-related and solid waste activities of steam electric plants are discussed. Design recommendations are presented that will minimize the detrimental environmental effects of oncethrough cooling water systems, of wastewaters discharged to surface waters and groundwaters, and of solid waste disposal sited. Recommendations are also presented for the design of water-related monitoring systems and programs. Cost estimates associated with the implementation of these recommendations are included.

Nova Scotia Power initiated the decommissioning of the 15-megawatt Maccan coal-fired generating station in early 1992. The strategy adopted for decommissioning was designed to meet provincial regulatory requirements, to minimize liabilities for the company, and to leave the station site in a condition acceptable for future industrial use. This paper discusses the staged environmental site assessment process followed, from decommissioning planning to post-remediation monitoring. The paper also evaluates the usefulness of the recently developed Codes of Practice for Steam Electric Power Generation, Decommissioning Phase, in the Maccan decommissioning process.
