The 375th Civil Engineer Squadron proposes to construct a new Base Exchange (BX) parking lot at the corner of West Winters Street and Scott Drive, located at Scott Air Force Base (AFB) in Illinois. The new parking lot will provide additional parking spaces in the Major Command (MAJCOM) Administration Area and help to alleviate the parking shortage in this area. This Environmental Assessment (FA) has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality regulations [40 Code of Federal Regulations (CFR), sections 1500-1508], and Air Force Instruction 32-7061, Environmental Impact Analysis Process, as promulgated at 32 CFR 989. This FA focuses on specific issues and concerns of the Proposed Action and the alternatives that could affect the environment of Scott AFB and the surrounding properties. The range of alternatives includes taking No-Action and implementing the Proposed Action. The footprint of the new parking lot would be approximately two acres of property that is currently a maintained turf grass area. Implementation of the Proposed Action would create approximately 200 parking spaces.

The United States Air Force (USAF or Air Force) prepared an Environmental Assessment (EA) to assess the potential environmental consequences of activities associated with constructing and operating a vehicle maintenance facility at Buckley Air Force Base, Colorado. This EA was prepared in accordance with requirements of the National Environmental Policy Act (NEPA) and the corresponding NEPA-implementing regulations of the Council on Environmental Quality (40 Code of Federal Regulations [CFR] 1500-1508) and the USAF (32 CFR 989). The Proposed Action is to construct and operate a new vehicle maintenance facility for combined use by the USAF and the Air National Guard near the intersection of Aspen Street and Camp Hale Way at Buckley Air Force Base. In addition to the Proposed Action, three action alternatives, and a No Action Alternative were considered. The three action alternatives to the Proposed Action include constructing an Air Force-only facility at the Proposed Action location, constructing an Air Force-only facility at an alternative location, and expanding/modifying the existing facility to serve the Air Force only.

This Environmental Assessment was prepared by the U.S. Army Corps of Engineers, Tulsa District in response to a request by the U.S. Air Force. The action to be assessed involves a troop realignment at Sheppard AFB, Wichita Falls, Texas. Approximately 2,300 military personnel will be transferred to that base over an approximate three year period. Approximately $88,000,000 worth of construction will be required to accommodate the realignment requirements. Impacts will be generated by the construction activity and subsequently by the increased population and training activities. An estimated peak population increase of approximately 4,800 persons is expected in the third year of implementation. This will then decline slightly approximately 4,600 persons whose presence is attributable to the implementation of this action.

The United States Air Force (USAF) has prepared this EA in accordance with the National Environmental Policy Act to evaluate the potential environmental and social impacts from the construction and operation of the proposed SFOF. The EA considers the No Action Alternative and three action alternatives, including the Proposed Action, for the proposed SFOF. The proposed SFOF is required to support the 460 Space Wing mission by providing a centralized facility that meets the requirements for an active-duty AFB. The environmental resources potentially affected by the proposed action and alternatives include: land use; socioeconomics; air quality; noise; soils; water resources; biological resources, including vegetation, wildlife, and threatened, endangered or other sensitive species; hazardous materials and waste; solid waste and pollution prevention; transportation; utilities; and environmental justice. Based on the nature of the activities that would occur during the construction and operation of the SFOF, the USAF has determined that minimal or no adverse impacts to the above resources are anticipated.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, Council on Environmental Quality NEPA implementing regulations (40 Code of Federal Regulations CFR parts 1500-1508), and Air Force NEPA implementing regulations (32 CFR 989), the USAF conducted an assessment of the potential consequences of implementing Proposed Construction II construction and demolition projects that are described below in the proposed action. The USAF proposes the Proposed Construction II projects at Buckley AFB. Within the Proposed Construction II projects, seven new construction and eight demolition projects encompassing approximately 32.41 and 0.96 acres of land, respectively, at various locations within the AFB boundaries. The Proposed Construction II projects would include construction of various buildings and facilities, including a new leadership development center, child development center, athletic fields, new munitions and haaardous materials gate, new visitors center, chapel and clinic. Demolition projects would include destruction of Buildings 19, 40, 41, 902, 1620, 1632, 1631 and area concrete foundations in the old Marine compound.
