Despite a spectacular expansion of the higher education sector in Sub-Saharan Africa, the supply of tertiary education has generally failed to keep pace with demand, and the region continues to lag behind all other regions in terms of access to tertiary education. This is in part a consequence of deeply entrenched patterns of inequitable access to higher education, and the perpetuation of what researchers refer to as “elite systems.†? To date, access to tertiary education in Sub-Saharan Africa has unduly benefited students drawn from the region’s wealthiest households, and overall enrollment remains disproportionately male and metropolitan. These factors stifle the catalytic potential of higher education, corroding its potential for driving economic growth and sustaining poverty reduction. Instead, patterns of access to tertiary education have generally reinforced and reproduced social inequality, instead of eroding its pernicious social and economic effects. Sharing Higher Education’s Promise beyond the Few in Sub-Saharan Africa aims to inform an improved understanding of equity in tertiary enrollment in Sub-Saharan African countries and to examine the extent to which inequity functions as a bottleneck, inhibiting the ability of African universities to effectively drive improvements in overall quality of life and economic competitiveness. In our survey of the evidence, we also aim to identify which policies most effectively address the challenge of promoting equity of access in Sub-Saharan African tertiary education systems. To achieve these objectives, the book collects, generates, and analyzes empirical evidence on patterns of equity; examines the underlying causes of inequity; and evaluates government policies for addressing inequity.

The movement to broaden access to public universities, the dominant strategy during the 1970s and 1980s, has largely shifted to enable the marketplace, rather than the government, to shape the contours of higher education. Government funding is being reduced, affirmative action and other programs designed to insure broader access are in decline and personal fulfillment is replacing a public good designed to insure greater equality of opportunities. This book explores the impact of diminishing government resources and expanding market forces in developing and developed countries to either foster or lessen equality of opportunities in higher education for different racial, ethnic, religious and gender groupings. What are the consequences of a market-driven higher education for student access, teaching and scholarship? Through case studies, this book explores issues such as access of minority groups within the larger societies, the place of foreign students in a national system, and access for students with mental health difficulties, and evaluates the success of funding schemes designed to expand opportunities and access. The research provides an interesting contrast of the diversity and uniqueness of higher education in the United States, France, Australia, India, Israel, South Korea, The Netherlands, Ghana and several other countries, while at the same time revealing surprising commonalities. These studies reveal world-wide trends in higher education including a cutback in government financing, a decline in access, and a receding of affirmative action. This volume examines tuition fees as the most prominent and most visible trend among higher education policies that embodies recent neoliberal trends in the policy area of education. Tuition fee policies and the accompanying provisions for student support illustrate the contemporary tensions between marketisation and social justice. Among the major transformations higher education systems have undergone in the last two decades, the emergence of marketisation, and in particular the introduction of tuition fees, have received a lot of attention. In Europe, these trends seemingly break with a long-dominant representation of higher education as a public good, which has been at the centre of the process of massification of higher education access in most European countries since the 1960s. Against this background, the volume examines recent changes in tuition fee policies in a number of western European countries, Canada, the United States and China, and investigates the impacts of these changes on access to higher education. There are two main contributions the volume makes: first, it provides an overview of recent reforms in a comparative perspective, including a diverse range of national contexts; second, it elaborates a systematic analysis of tuition fee policies’ rationales, instruments and outcomes in terms of access to higher education. The volume argues that tuition fee policies provide fruitful grounds to explore the variety of neoliberal trends in higher education, that is, how marketisation and concerns regarding social justice are intertwined in contemporary higher education systems.
