The Energy Trilemma in the Baltic Sea Region provides insight into the energy trilemma in the Baltic Sea Region. Baltic Energy Technology Scenarios 2018 (BENTE) is a scenario-based energy system analysis that explores the changes in the Baltic countries’ energy systems. What are the drivers and their impacts in the following decades? What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

Current societies face unprecedented risks and challenges connected to climate change. Addressing them will require fundamental transformations in the infrastructures that sustain everyday life, such as energy, water, waste and mobility. A transition to a ‘low carbon’ future implies a large scale reorganisation in the way societies produce and use energy. Cities are critical in this transition because they concentrate social and economic activities that produce climate change related emissions. At the same time, cities are increasingly recognised as sources of opportunities for climate change mitigation. Whether, how and why low carbon transitions in urban systems take place in response to climate change will therefore be decisive for the success of global mitigation efforts. As a result, climate change increasingly features as a critical issue in the management of urban infrastructure and in urbanisation policies. Cities and Low Carbon Transitions presents a ground-breaking analysis of the role of cities in low carbon socio-technical transitions. Renewable Energy - Market and Policy Trends in IEA Countries reviews the experience of IEA countries after the oil crisis in the 1970s initiated a surge of investments in renewables research and development. While use of renewables has grown rapidly, they still account for only a small portion of the IEA energy mix. Hydropower, bioenergy and geothermal energy are mature technologies that contribute about 5 - 6% to primary energy supply. Solar, wind, and other new renewables have experienced rapid technology development, but as yet they represent only a small share.This work examines policies and measures that have been introduced in IEA countries to increase the cost effective deployment of renewables, reviews the objectives behind these policies, and evaluates the results. The aim is to identify best practices in order to assist governments in making future policy decisions.
