Thirty different health professions are currently regulated in law on a UK-wide basis by nine regulatory bodies and regulation of pharmacy technicians will also become mandatory from July 2011. The Health and Social Care Act 2008 initiated a series of reforms to the governance of the health professions regulatory bodies, delivering a fundamental change in the governance of the regulatory bodies, ending professional control over their governing councils and strengthening the contribution of lay members. Delivering safe and effective care will continue to be the driving principle behind professional regulation. Further, in the context of "any willing provider" being able to provide services to the NHS in England, the role of professional regulation, providing a set of standards which apply to all aspects of a health or social care professional's work will become all the more important in future, in most sectors of care. However, the regulatory framework is also complex, expensive and requires continuous Government intervention to keep it up to date. This Command Paper therefore sets out proposals for how the system for regulating healthcare workers across the UK and social workers in England should be reformed to sustain and develop the high professional standards of those practitioners and to continue to assure the safety of those using services and the rest of the public. The reforms aim to deliver greater operational freedom to the regulators, balanced by strengthened accountability to both Parliament and the public.

Pedagogic Frailty and Resilience in the University presents a theoretical model and a practical tool to support the professional development of reflective university teachers. Pedagogic frailty exists where the quality of interaction between elements in the evolving teaching environment succumbs to cumulative pressures that eventually inhibit the capacity to develop teaching practice. Private enterprises in advanced economies have been learning to use information and communication technology (ICT) to innovate and transform their processes, products, services and business models, significantly improving productivity and competitiveness. Moreover, the ICT industry itself has become a major source of job creation and a contributor to economic growth and business transformation. A key question today is whether and how developing countries can learn to benefit from the ICT revolution, and what roles the government and private sector can play. Already, a number of developing countries have been inspired by the example of India and China, and are now seeking to jump on the outsourcing bandwagon. Nevertheless, with few exceptions in the developing world, little attention has been paid by policymakers and practitioners to invest systematically and proactively in ICT-enabled growth, poverty reduction and grassroots innovation. Most communities and small and medium-sized enterprises in developing countries, for example, face multiple constraints to adopting and leveraging this general purpose technology, and lack the capabilities for maximizing its potential. In "Enabling Enterprise Transformation", Nagy Hanna draws on his rich experience of over 35 years at the World Bank and other aid agencies as a development strategist and ICT policy expert, the most current research, and best practices from around the world to provide practical tools for promoting economic and social transformation through ICT. He assesses various initiatives to develop and diffuse ICT, such as innovation funds, incubators, parks, public-private partnerships, and comprehensive promotion programs. Along six detailed ethnographic case descriptions – including University of Warwick, Goldsmiths, New York University, School of the Art Institute Chicago, Ohio State University, and HEC Montréal – it asks how master’s programs in arts management and cultural policy achieved reputability and how this affects the everyday academic live. A cross-case analysis revealed a set of overall drivers that seem to have a great impact on the reputation of the studied programs. By focusing on the design and content of the teaching environments as well as on motivational, emotional, and social aspects of the learning situation at these six higher education institutions, the book offers a holistic understanding of reputability and excellence.
