Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Over the last decade the neo-institutionalist literature on comparative capitalism has developed into an influential body of work. In this book, Colin Crouch assesses this literature, and proposes a major re-orientation of the field. Crouch critiques many aspects of this work and finds a way of modelling how creative actors trying to achieve change - institutional entrepreneurs - tackle these constraints. European unification represents major challenges to national institutional frameworks as well as significant pressures for institutional convergence. So far, labour markets have actually seen relatively little convergence, and national institutions have remained highly distinct. Against this background, the book provides an encompassing comparative analysis of school-to-work transitions in EU member states. It shows how differences in both European education and training systems, as well as labour market institutions, generated significant variation in the experiences of young people entering European labour markets during the 1990s. This book compiles an integrated series of comparative empirical analyses of education-to-work transitions across the EU by drawing on the European Labour Force Surveys. Individual chapters describe the educational background of young people entering the labour market, address the scope of educational expansion in recent decades, and chart basic structures of transition processes in European labour markets. Chapters not only examine the role of education for successful labour market integration, but also the impact of macroeconomic, structural, and institutional factors on young people's chances of avoiding unemployment and attaining employment in occupations appropriate to their education and training. From these analyses it becomes apparent that the structure of education and training systems is the key institutional factor behind successful youth labour market integration. At the level of intermediate skills, dual systems of training have retained their advantages in terms of reduced youth unemployment. High levels of education still constitute a key asset, for, despite significant educational expansion in recent decades, devaluation trends have been limited. As youth labour markets are found to be particularly responsive to macroeconomic conditions, however, macroeconomic stability turns out to be an equally important predicament to successful youth labour market integration, in particular among those with low levels of education.

We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in U.S. unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL, a new database covering the universe of online U.S. job advertisements. Mismatch across industries and occupations explains at most 1/3 of the total observed increase in the unemployment rate, whereas geographical mismatch plays no apparent role. The share of the rise in unemployment explained by occupational mismatch is increasing in the education level.
