Book Description
This report assesses the current situation regarding vocational training in Central and Eastern Europe and suggests projects and working methods that would be consistent with the mission of the Commission of the European Communities' European Training Foundation. Sections 1 through 4 focus on the following: the existing system's inability to train individuals to become instruments of political, economic, and social change and for training workers and to cope with unemployment and economic upheaval resulting from political reform; the necessity of international aid to reform vocational training in Central and Eastern Europe; key issues in global action to define strategies and build a new system in Central and Eastern Europe; and principles and themes that Western countries must observe when sharing their training expertise with Central and Eastern Europe. Chapter 5, which deals with the mission, working program, and methods of the European Training Foundation, proposes that the foundation act as an effective resource center/clearinghouse, use local expertise, and give priority support to integrated projects designed to help establish a vocational training system, support the creation of the instruments/resources needed for a rational training policy, and train vocational policymakers and practitioners. Book Description
The expansion of the European Union (EU) has put an end to the East-West division of Europe. At the same time it has increased the cultural heterogeneity, social disparities and economic imbalances within the EU, exemplified in the lower living standards and higher unemployment rates in some of the new member states. This important new reference work describes the education systems, labour markets and welfare production regimes in the 10 new Central and Eastern Europe (CEE) countries. In three comparative chapters, discussing each of these domains in turn, the editors provide a set of theory-driven, comprehensive and informative indicators that allow comparisons and rankings within the new EU member states. Ten country-specific chapters follow, each written by experts from those countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. These chapters provide detailed information on each country's education and training systems, labour market structure and regulations, and its provision of formal and informal welfare support. An important component of each country chapter is the explanation of the historical background and the specific national conditions for the institutional choices in the transitional years. The handbook provides policy makers with the tools to assess the institutional changes in CEE countries, and scholars with ways to apply the proposed indicators to their analytic research. It will be a vital resource that no major research library should be without.

Book Description
"Whether or not labor market rigidities are an important contributor to persistently high levels of unemployment remains at the center of an important debate in Europe. European labor markets are often viewed as rigid and inflexible in opposition to those in North America where legislation is less protective and fosters more mobility. This paper shows that the labor market policies adopted by Central and Eastern European countries, aspiring to join the European Union, do not appear excessively rigid. However, significant and wide- ranging economic reform programs make it difficult to assess the impact of labor market institutions."
