Supporting Shrinkage describes a new approach to citizen-engaged, community-focused planning methods and technologies for cities and regions facing decline, disinvestment, shrinkage, and social and physical distress. The volume evaluates the benefits and costs of a wide range of analytic approaches for designing policy and planning interventions for shrinking cities and distressed communities. These include collaborative planning, social media, civic technology, game design, analytics, decision modeling and decision support, and spatial analysis. The authors present case studies of three US cities addressing shrinkage and decline, with a focus on issues of social justice, democratization of knowledge, and local empowerment. Proposed as a solution is an approach that puts community engagement and empowerment at the center, combined with data and technology innovations. The authors argue that decisions informed by qualitative and quantitative data and analytic methods, implemented through accessible and affordable technologies, and based on notions of social impact and social justice, can enable residents to play a leading role in the positive transformation of shrinking cities and distressed communities.

The growing implementation of industrial 4.0 (I4.0) equips the supply chain (SC) as a smart and data-driven system to deliver products and services in a more accessible and affordable manner. This need for better decision making has stimulated the SC community to explore data-intensive optimization. There is a remarkable increase in the number of articles in this domain; however, a review of the present status of I4.0 in SC management from an Operation Research (OR) perspective is still lacking. In this study, 213 articles were systematically reviewed to survey the recent advances in OR methodologies for SC optimization in the I4.0 context. In this review, we identified four new features to typify recent advances in SC optimization: new modeling conditions, new inputs, new decisions, and new algorithms. We recommend potential future research avenues for innovation in OR methods for SC optimization: 1) incorporating new decisions relevant to data-enabled SC decisions, 2) developing data-enabled modeling approaches, 3) preprocessing parameters, and 4) developing data-enabled algorithms. The deep analysis of the OR methods and the rich I4.0 context in which the models are embedded would provide valuable insights to the academic community and industry in exploiting SC optimization at different decision levels.

The COVID-19 pandemic has caused unprecedented disruption worldwide highlighting once again the interdependency of health and socioeconomic development, and the global lack of health systems resilience. Two years into the pandemic, most countries report sustained disruptions across service delivery platforms and health areas with a profound impact on health outcomes. The impact of these disruptions is magnified within marginalized communities and in countries experiencing protracted conflict. There is an urgent need to focus on recovery through investment in the essential public health functions (EPHFs) and the foundations of health systems with a focus on primary health care, and whole-of-government and -society engagement. The aim of this Research Topic is to gather, transfer and promote operationalization of key experiences from COVID-19 to inform global and country level recovery that better promote health; guide policy direction towards building health systems resilience; and thereby ensure economic and social prosperity. Experience with COVID-19 has demonstrated that traditional approaches to health system strengthening have failed to achieve the complementary goals of Universal Health Coverage (UHC) and health security with the divide between the most vulnerable and well-off only widening. Much of what had been learned from previous experiences such as Ebola in West Africa has not been widely applied. This has left health and economic systems vulnerable to 21 st century public health challenges, ranging from conflict and natural disasters to aging demographics and rising rates of non-communicable and communicable diseases and antimicrobial resistance. These challenges require intentional focus and investment as well as whole-of-government and -society engagement with health to build health system resilience. Greater action is needed to prevent the devastating effects of war and conflict on the health of the most vulnerable. This Research Topic will convene the knowledge and practices of leaders in public health, health systems, and humanitarian and development sectors. This is to ensure lessons from COVID-19 inform the recovery agenda and promote sustainable health and socioeconomic recovery for all. Lest we forget and find ourselves again unprepared and vulnerable in the face of an even greater threat.
