There have been excluded from this collection the statutory provisions dealing with the organization and government of our military and naval establishments, defining and punishing crimes incident to an effective providing for the common defense, and authorizing and providing for war-time financing. Some statutes not strictly emergency have been also included, since they are intimately connected with certain phases of the con duct of the war.
