This report describes the development of a premixed electrically conductive polymer concrete overlay for use on bridge decks and other concrete members, in conjunction with cathodic protection systems. A field demonstration was performed on a bridge deck (with corroding reinforcing steel) in Pulaski, Virginia, where an active cathodic protection system uses the electrically conductive overlay as the secondary anode to uniformly distribute the current across the bridge deck surface. The performance of the overlay cathodic protection system was monitored for 18 months. The data show that corrosion of the reinforcing steel embedded in the bridge deck was arrested. The overlay is soundly bonded, and there are no indications that the overlay is wearing due to traffic. This report is the conclusion of the research study. Details of the mix design and the installation of the conductive polymer concrete overlay are described in the Interim Report, FHWA-RD-88-145, dated January 1989.

The results of a study undertaken to evaluate premixed polymer concrete overlays (PMPCO) over a 3-year period are presented. The PMPCO evaluated were constructed with polyester amide para resin and silica sand 1;. polyester styrene resin 1 and silica sand 2; polyester styrene resin 2, basalt aggregate and coke breeze (for conductivity); polyester styrene resin 2, silica sand 3 and coke breeze; and vinyl ester styrene resin, silica sand 2, and coke breeze. The mixing of the ingredients was done with either portable concrete mixers, mortar mixers, or a continuous batching mobile concrete mixer. The overlays were struck off and consolidated with a vibrating screed or a slip form paver. The report indicates that a nonconductive PMPCO with high bond strength, low permeability, and high skid resistance can be successfully installed by a contractor and opened to traffic after only three hours of curing. The report indicates that a conductive PMPCO with high bond strength and skid resistance can be successfully installed as a secondary anode for a cathodic protection system. Also, it is shown that the special provision for a PMPCO should require the installation of test patches or test sections of overlay prior to placing the final overlay to assure that the surface preparation is adequate and the mixing, installation equipment, procedures, and materials will provide a satisfactory overlay.

The research program was divided into two phases. The emphasis of the work performed in phase one was directed towards the evaluation of the 18 commercially available resin systems and the 16 conductive filler systems selected for consideration. Basic studies were also performed to evaluate various parameters affecting the electrical resistivity properties of both the built up overlay and premixed mortar systems. In phase two, extensive evaluation of the physical and mechanical properties of the most promising overlay and premixed mortar systems were performed. In addition, the performance characteristics of the selected overlay systems, when incorporated into active cathodic protection systems, were evaluated.

This report compares the application and testing of the following five independent cathodic protection (CP) systems installed on three reinforced concrete bridge decks: 1) Coke Breeze; 2) Metallized Zinc; 3) Raychem "Ferex 100"; 4) Eltech "Elgard 210"; 5) Conductive Polymer. All five CP systems were installed under a single contract and work was performed by the same contractor during the summer of 1988. Construction methods, materials, and the difficulties encountered in installing each type of system are included. During the six year study period (November 1988 to November 1994), all five systems were monitored regularly. Parameters monitored were driving voltage, current density, and polarization decay. The efficiency of providing corrosion protection for each system based on these parameters is compared.

There is a need for an effective, simple-to-install secondary anode system for use in the cathodic protection of reinforced concrete bridge decks. In pursuit of such a system, carbon fibers and carbon black were incorporated in portland cement concrete in an attempt to improve its electrical conductivity. It was found that carbon fibers alone or in combination with carbon black considerably improved the electrical conductivity without sacrificing the desirable mechanical properties of the conventional concrete. Potentially, such a concrete could be used as an overlay on a repaired deck to act as a secondary anode to effectively spread the protective current of a cathodic protective system over the entire deck, and thereby simplify the installation problem.
