L'utilisation de mesures (contention, isolement, substance chimique) pour contrôler un usager dans le milieu de la santé et des services sociaux est toujours autorisée en dernier recours pour garantir la sécurité des usagers et du personnel en cas de danger imminent. Cependant, les conséquences physiques et psychologiques de ces mesures sur les usagers et le personnel soignant peuvent être importantes. Au Québec, les mesures de contrôle sont encadrées légalement, mais leur utilisation est toujours controversée, particulièrement dans un contexte où aucune donnée probante provenant des établissements de santé et de services sociaux n'est uniformisée et ne peut être collectée pour brosser un portrait réel de l'utilisation de ces mesures à l'échelle provinciale. Cette étude présente donc une méthodologie d'élaboration d'indicateurs de la qualité harmonisés permettant d'évaluer l'utilisation des mesures de contrôle dans tous les établissements de santé québécois. En utilisant une approche qualitative basée sur l'obtention de consensus, la technique de recherche d'information par l'animation d'un groupe-expert (TRIAGE), des indicateurs ont été développés, définis de façon opérationnelle et validés pour aider les établissements de santé et le ministère de la Santé et des Services sociaux à surveiller et à améliorer l'utilisation des mesures de contrôle. Au total, 7 indicateurs de la qualité ont été développés et 21 recommandations liées à une éventuelle implantation des indicateurs ont été formulées. Les résultats de cette étude fournissent des informations précieuses pour mettre en place une vigie du respect des orientations légales et ministérielles relatives à l'utilisation des mesures de contrôle au Québec, et pour mieux protéger les droits et libertés des usagers.
