This book confronts critical problems being experienced by Latin America in its quest for development. Special attention is paid to the living conditions of the popular sectors over the last half-century under “industrial colonialism.” The author’s framework of analysis weaves together key structural variables including the neoliberal mode of knowledge creation for material production in order to unveil the actual mechanisms of the reproduction of this system. The decisive role of science in the development of the productive forces forms the basis of explicating the “state development function.” The external and internal manifestations of the main underlying contradictions in Latin America are systematically exposed as they unfold from the region’s particular integration into the imperialist system.

Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

The goals of the 2030 Agenda for Sustainable Development that are related to food security and nutrition will not be achieved as long as, in some territories in Latin America and the Caribbean, populations continue to live with malnutrition rates. Economic opportunities in these areas are often limited, public services are scant, and exposure to severe climate events is high. The public policies promoted in the region have had less impact in these historically lagging territories, and there is a pressing need to produce a new agenda of public instruments that address the characteristics of the communities that inhabit them. The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies.It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly laggingThe year 2020 will be remembered for many decades as the year of the COVID-19 pandemic.
