This thesis deals with Egyptian foreign policy under President Mohamed Hosni Mubarak. The emphasis is on Egypt's orientation between superpowers, and the dilemma of continuity or change. The Egyptian leadership's perception of their country's international and regional role will also be discussed as it affects the foreign policy decision-making process. We propose that a reassessment by the Mubarak regime was made regarding Egypt's foreign policy in the wake of Sadat's assassination with the desire to break out of its isolation. Mubarak is presenting a variation of Sadat's solution on how to balance an active foreign policy with limited resources and serious economic problems without becoming overly dependent on either superpower. Our hypothesis is that Egyptian foreign policy has not deviated markedly in context since Sadat, however it has in style. Egypt continues to maintain a special relationship with the United States, despite the recent exchange of ambassadors with the Soviet Union and its reassertion of the nonaligned principles as a guide to its foreign policy.

How did Egypt's Muslim Brotherhood win power so quickly after the dramatic "Arab Spring" uprising that ended President Hosni Mubarak's thirty-year reign in February 2011? And why did the Brotherhood fall from power even more quickly, culminating with the popular "rebellion" and military coup that toppled Egypt's first elected president, Brotherhood leader Mohamed Morsi, in July 2013? In Arab Fall, Eric Trager examines the Brotherhood's decision making throughout this critical period, explaining its reasons for joining the 2011 uprising, running for a majority of the seats in the 2011-2012 parliamentary elections, and nominating a presidential candidate despite its initial promise not to do so. Based on extensive research in Egypt and interviews with dozens of Brotherhood leaders and cadres including Morsi, Trager argues that the very organizational characteristics that helped the Brotherhood win power also contributed to its rapid downfall. The Brotherhood's intensive process for recruiting members and its rigid nationwide command-chain meant that it possessed unparalleled mobilizing capabilities for winning the first post-Mubarak parliamentary and presidential elections. Yet the Brotherhood's hierarchical organizational culture, in which dissenters are banished and critics are viewed as enemies of Islam, bred exclusivism. This alienated many Egyptians, including many within Egypt's state institutions. The Brotherhood's insularity also prevented its leaders from recognizing how quickly the country was slipping from their grasp, leaving hundreds of thousands of Muslim Brothers entirely unprepared for the brutal crackdown that followed Morsi's overthrow. Trager concludes with an assessment of the current state of Egyptian politics and examines the Brotherhood's prospects for reemerging.

President al-Sisi's regional foreign policy decisions have taken a different approach compared to past Egyptian presidencies. Understanding where Egypt is headed and the backbone of al-Sisi's foreign policies is important not only for U.S. interests in the Middle East and North Africa, but for regional security and stability. This study attempts to explain how and why al-Sisi makes his foreign policy decisions by examining his policies on three ongoing conflicts: the Gaza Strip, the Syrian crisis, and the Yemeni civil war. Additionally, this study examines and compares previous Egyptian presidents' foreign policies with al-Sisi. Within these case studies, three hypotheses are tested: that al-Sisi's foreign policy concentrates on protecting the regime and supporting its interests, that al-Sisi's foreign policy concentrates on protecting national interests and improving quality of life for Egyptians, or a combination of the two. While regime and national interests differ in each case study, al-Sisi has demonstrated that he takes into account both factors in his foreign policy decision-making. The lessons learned from these case studies can assist U.S. leadership and policymakers in predicting how President al-Sisi is likely to approach new challenges in the Middle East. This study is composed of six chapters. The first chapter contains the study introduction. The second through fifth chapters comprise the regional conflict case studies of the Gaza Strip, the Syrian crisis, and the Yemeni civil war. Each chapter introduces past foreign policy under previous presidencies and explains what concerns and interests shape President al-Sisi's current foreign policy.
