This paper argues that the US' overarching objective during the Iran-Iraq War was energy security. The US pursued three primary policies to achieve that objective. The immediate US goal was to avert an oil price increase. Second, it was critical for the US government to obstruct the Soviet Union from obtaining greater influence in Persian Gulf states, thereby preventing the Soviet Union from threatening their access to this oil supply. The third policy was the pursuit of an end to the conflict that would ensure future energy supplies. This policy, which stipulated that neither Iran nor Iraq would be victorious, is of particular interest with respect to this research. The economic and regional benefits of a US-Iraqi alliance would have been enormous for both parties. Thus, an analysis of the possible reasons why the US did not pursue or develop this relationship is examined.
