Overall, the Education career ladder was found to be a fairly homogenous ladder, with all members primarily involved with advising and enrollment tasks dealing with various Air Force and off-duty education programs. However, with many functions such as educational counseling and testing being handled by civilians, much of the job being done is administrative in nature. As a result, it appears that some classification action is warranted if the Education ladder is to remain a viable ladder within the Air Force classification system. (Author).

This report presents the results of a detailed Air Force Occupational Survey of the Education and Training career ladders 751X0, 751X2, and 751X3. The project was undertaken at the request of the Air Force Manpower and Personnel Center (AFMPC) and was directed by USAF Program Technical Training, Volume II, dated October 1979. Authority for conducting occupational surveys is contained in AFR 35-2. Computer outputs from which this report was produced are available for use by operating and training officials. The job structure analysis of these three career ladders specifically differentiated between jobs performed by personnel in each ladder. Although there was some overlap in isolated instances, personnel in each of the three ladders clearly performed significantly different tasks. A number of problems were identified in the Instructional Systems career ladder (751X3). Essentially, these problems centered around the low utilization of misutilization of ISD personnel, with resulting low job satisfaction. Several possible reasons for these problems have been explored and discussed in the report. A utilization and training workshop to further explore the problems and determine a viable solution is suggested. Several possible alternatives for changes in the utilization of ISD resources are discussed in the IMPLICATIONS section of this report.

Job Inventory booklets were administered worldwide to Training (AFSC 751X2) personnel in conjunction with a study of the Education (751X0), Training (751X2), and Instructional System Development (751X3) specialties. Survey Results are based on responses from 1,502 of the 1,920 Air Force Training (751X2) personnel, or 78 percent of the career field. Sixteen types of jobs were identified within the 751X2 specialty. These included supervisory and management jobs, base and unit OJT managers; maintenance training jobs, FTD and resident school instructors, and several types of program developers or evaluators. While most are primarily involved in OJT programs, some of the jobs were specialized by type of organization serviced (Maintenance, etc.) and by type of automated system (MMICS, APDS, etc.) used. A review of 3- and 7-skill level tasks suggests that the current AFR 39-1 specialty description is generally descriptive of the AFS 751X2 career ladder. However, the description is perhaps overly concentrated on supervisory and managerial duties; survey data suggests that even at the 7-skill level, 751X2 jobs involve mostly technical duties. The 751X2 Specialty Training Standard is descriptive of the general tasks performed by Training personnel.
