Evaluating the cumulative effects of large-scale ecological restoration programs is necessary to inform adaptive ecosystem management and provide society with resilient and sustainable services. However, complex linkages between restorative actions and ecosystem responses make evaluations problematic. Despite long-term federal investments in restoring aquatic ecosystems, no standard evaluation method has been adopted and most programs focus on monitoring and analysis, not synthesis and evaluation. In this paper, we demonstrate a new transdisciplinary approach integrating techniques from evidence-based medicine, critical thinking, and cumulative effects assessment. Tiered hypotheses are identified using an ecosystem conceptual model. The systematic literature review at the core of evidence-based assessment becomes one of many lines of evidence assessed collectively, using critical thinking strategies and causal criteria from a cumulative effects perspective. As a demonstration, we analyzed data from 166 locations on the Columbia River and estuary representing 12 indicators of habitat and fish response to floodplain restoration actions intended to benefit threatened and endangered salmon. Synthesis of seven lines of evidence showed that hydrologic reconnection promoted macrodetritis export, prey availability, and fish access and feeding. The evidence was sufficient to infer cross-boundary, indirect, compounding and delayed cumulative effects, and suggestive of nonlinear, landscape-scale, and spatial density effects. On the basis of causal inferences regarding food web functions, we concluded that the restoration program has a cumulative beneficial effect on juvenile salmon. As a result, this evidence-based approach will enable the evaluation of restoration in complex coastal and riverine ecosystems where data have accumulated without sufficient synthesis.

Ecological and environmental research has increased in scope and complexity in the last few decades, from simple systems with a few managed variables to complex ecosystems with many uncontrolled variables. These issues encompass problems that are inadequately addressed using the types of carefully controlled experiments that dominate past ecological research. Gulf Coast communities and natural resources suffered extensive direct and indirect damage as a result of the largest accidental oil spill in US history, referred to as the Deepwater Horizon (DWH) oil spill. Notably, natural resources affected by this major spill include wetlands, coastal beaches and barrier islands, coastal and marine wildlife, seagrass beds, oyster reefs, commercial fisheries, deep benthos, and coral reefs, among other habitats and species. Losses include an estimated 20% reduction in commercial fishery landings across the Gulf of Mexico and damage to as much as 1,100 linear miles of coastal salt marsh wetlands. This historic spill is being followed by a restoration effort unparalleled in complexity and magnitude in U.S. history. Legal settlements in the wake of DWH led to the establishment of a set of programs tasked with administering and supporting DWH-related restoration in the Gulf of Mexico. In order to ensure that restoration goals are met and money is well spent, restoration monitoring and evaluation should be an integral part of those programs. However, evaluations of past restoration efforts have shown that monitoring is often inadequate or even absent. Effective Monitoring to Evaluate Ecological Restoration in the Gulf of Mexico identifies best practices for monitoring and evaluating restoration activities to improve the performance of restoration programs and increase the effectiveness and longevity of restoration projects. This report provides general guidance for restoration monitoring, assessment, and synthesis that can be applied to most ecological restoration supported by these major programs given their similarities in restoration goals. This volume explores major wetland ecosystem services, such as climate cooling and water quality improvement, and discusses the recent wetland conservation and restoration activities in China and neighboring countries. The role of wetlands in either cooling or warming the climate is analyzed as the net balance between carbon sequestration and emissions of methane and nitrous oxide. Wetlands start off having a net warming effect on the climate but in time switch to net cooling. Further, they remove 40% of the N and P from run-off and groundwater flow in agricultural areas, but wetlands need to amount to 10% of the total catchment area to make a difference. Reflecting on the recent large investment in wetland ecological studies in China and neighboring countries, the book addresses invasive species in coastal wetlands as well as the protection and wise use of tidal flats around the Yellow Sea.
