Soviet Economic Thought and Political Power in the USSR examines the evolution of economic theory in the Soviet Union from uniformity under Josef Stalin to diversity in the post-Stalin period. The reasons for uniformity and diversity in Soviet economics are analyzed, along with the structure of this diversity, the paradoxes in its development, and the conditions under which it will continue. The connection between leaders of Soviet economics and the Communist Party rulers is also discussed. Emphasis is placed on one of the principal trends in Soviet economics in the post-Stalin period: mathematical economics. This book is comprised of six chapters and begins with a discussion on the development of the economic-mathematical trend in the USSR. The social environment in the Soviet Union is examined in macro terms, along with the role of various mutations among the economists and the institutionalization of such mutations, especially in the framework of the existing research institutes and universities. The book also considers the attitudes of various factions of economists such as reactionaries, conservatives, and modernizers toward the question of the limitation of the leaders' power and toward some areas of economics, such as problems of mathematical modeling and institutional economics, and toward the Marxist ideology. The final chapter highlights the confusing struggle among the various trends in Soviet economics and the ways in which this struggle is supported by the country's political leaders. Although the history of centrally planned economies has been widely studied, the development of socialist thinking on the subject has remained largely uncharted. In this 1991 work, Pekka Sutela presents a detailed analysis of Soviet economic thought and theory. Dr Sutela traces the competing currents in the Marxist tradition of socialist economies from the Revolution to the present day. In particular he shows how the Gorbachev economic reform programme of 1987 rose from the work of Nobel Prize economist L. V. Kantorovich and his followers. In the history of Russian economic ideas, a peculiar mix of anthropocentrism and holism provided fertile breeding ground for patterns of thought that were in potential conflict with the market. These patterns, did not render the emergence of capitalism in Russia impossible. But they entailed a deep intellectual division between adherents and opponents of Russia’s capitalist transformation that made Russia’s social evolution unstable and vulnerable to external shocks. This study offers an ideational explanation of Russia’s relative failure to establish a functioning market economy and thus sets up a new and original perspective for discussion. In post-Soviet Russia, a clash between imported foreground ideas and deep domestic background ideas has led to an ideational division among the elite of the country. Within economic science, this led to the emergence of two thought collectives, (in the sense of Ludvik Fleck), with entirely different understandings of social reality. This ideational division translated into incoherent policy measures, the emergence of institutional hybrids and thus, all in all, into institutional instability. Empirically, the book is based on a systematic, qualitative analysis of the writings of Soviet/Russian economists between 1987 and 2012. This groundbreaking book makes an important contribution to Central Eastern and Eastern European area studies and to the current debate on ideas and institutions in the social sciences.
