East Asian countries are now pursuing greater formal economic institutionalization, weaving a web of bilateral and minilateral preferential trade agreements. Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region. In addition to scholars of East Asian and comparative regionalism, this book will be of interest to policy-makers concerned with international trade and U.S.-Asia relations, and those interested in understanding the rich trade institutional landscape that we see emerging in the Asia-Pacific.

During the past 50 years, some economies in the region have successfully transformed themselves by investing in the continuous upgrading of the knowledge, skills, and abilities of their workforce. Through policy foresight, they have produced graduates with new levels of knowledge and skills almost as fast as industries have increased their demand for skilled workers.Yet the success of these high-performing systems has not been replicated throughout the region. Slowed productivity growth, increased fragility of the global trading system,and rapid changes in technology are all threatening export-oriented, labor-intensive manufacturing—the region’s engine of growth. Significant global challenges—such as climate change and the COVID-19 pandemic—are exacerbating economic vulnerability. These developments raise questions about whether the region’s past model of development can continue to deliver rapid growth and poverty reduction.Against this background, The Innovation Imperative in Developing East Asia aims to deepen understanding of the role of innovation in future development. The report examines the state of innovation in the region and analyzes the main constraints that firms and countries face to innovating. It assesses current policies and institutions, and lays out an agenda for action to spur more innovation-led growth.A key finding of the report is that countries’ current innovation policies are not aligned with their capabilities and needs. Policies need to strengthen the capacity of firms to innovate and support technological diffusion rather than just invention. Policy makers also need to eliminate policy biases against innovation in services, a sector that is growing in economic importance. Moreover, countries need to strengthen key complementary factors for innovation, including firms’ managerial quality, workers’ skills, and finance for innovation.Countries in developing East Asia would also do well to deepen their tradition of international openness, which could foster openness in other parts of the world. Doing so would help sustain the flows of ideas, trade, investment, and people that facilitate the creation and diffusion of knowledge for innovation.

A Region of Regimes traces the relationship between politics and economics—power and prosperity—in the Asia-Pacific in the decades since the Second World War. This book complicates familiar and incomplete narratives of the "Asian economic miracle" to show radically different paths leading to high growth for many but abject failure for some. T. J. Pempel analyzes policies and data from ten East Asian countries, categorizing them into three distinct regime types, each historically contingent and the product of specific configurations of domestic institutions, socio-economic resources, and external support. Pempel identifies Japan, Korea, and Taiwan as developmental regimes, showing how each then diverged due to domestic and international forces. North Korea, Myanmar, and the Philippines (under Marcos) comprise "rapacious regimes" in this analysis, while Malaysia, Indonesia, and Thailand form "ersatz developmental regimes." Uniquely, China emerges as an evolving hybrid of all three regime types. A Region of Regimes concludes by showing how the shifting interactions of these regimes have profoundly shaped the Asia-Pacific region and the globe across the postwar era.
