Book Description
This text argues that the process of West European integration was encouraged and facilitated by the Cold War, in which the threat posed by the Soviet Union temporarily inhibited internal conflicts, and in which American hegemony provided the relatively stable and secure economic, political and military framework in which the major West European countries were able to co-operate and take major steps towards the ultimate ideal of a European Union.

Book Description
The Soviet Union would abandon its communist principles, Khrushchev once boasted, only 'when shrimps learnt to whistle'. Now that Gorbachev has taught his shrimps to whistle, can Western politicians cope with the challenges of a wholly unchartered new world? All the major institutions of the post-war scene - NATO, the European Community, the United Nations - have been turned upside down. The stock-market crash of 'Black October' 1987 revealed the desperate instabilities of the global financial system. In this maze of intricate new problems and opportunities Denis Healey speaks with unique authority. A major political journalist in the late 1940s and 1950s, a leading player on the world stage for a quarter-century, he is now far and away the most distinguished Opposition commentator on foreign affairs. His hugely successful The Time of My Life - 'the best political autobiography since Rab Butler's eighteen years ago' (Roy Jenkins, Observer) - was widely acclaimed as a masterpiece. Taking up the most powerful political themes that emerge from it Denis Healey now gives us this stimulating companion volume. In an added new chapter he looks at the wider implications of the Gulf War, the unification of East and West Germany, and the continuing unrest in Eastern Europe. In When Shrimps Learn to Whistle he offers a typically trenchant set of 'signposts' to help us all face the key international issues of the 1990s. 'Forty-three years of ruminations ... by the greatest foreign secretary (as the author quietly and reasonably implies) we never had' - Ben Pimlott in the New Statesman & Society

Book Description
This volume documents the British Government’s response from mid-1946 to early 1948 to the twin challenges of economic recovery and the search for a meaningful Western security framework in the face of the increasing polarisation of Europe into Eastern and Western spheres of influence. Although relations between the wartime Big Three allies, the UK, US and USSR, had begun to fracture even before the end of hostilities in 1945, it was during 1947 that the postwar division of Europe became sufficiently alarming to prompt decisive action, under American and British leadership, to promote European economic reconstruction and thereby increase Western security. American leadership took the form of two initiatives, enabled by US economic and military strength: the Truman Doctrine for aid to Greece and Turkey, announced in March 1947, and the Economic Recovery Programme or Marshall Plan, first proposed in June 1947. British leadership, under the personal direction of Foreign Secretary Ernest Bevin, was shown in two ways: in articulating Western Europe’s need for US help in a way that enabled it to be recognised and then accepted; and in helping to coordinate the European response to the US initiatives to maximise their effectiveness. Documentation on the Truman Doctrine and Marshall Plan forms the core of the volume, but a wide range of material, including intelligence-related documents, has been chosen to illustrate the multiple challenges faced by the Attlee Government during this period. This book will be of much interest to students of British politics, Cold War History, European History and International Relations.
