"The process of planned economic development in India began with the launching of first five year plan in April 1951. The main objective of planning was identified as that of initiating a process of development which will raise living standards and open out to the people new opportunities for a richer and more varied life. The manner in which this objective has been translated into specific objectives has varied from plan to plan. However, in a broad sense, the basic objectives of planning in India can be grouped under four heads: (a) Growth, (b) Modernisation, (c) Self-reliance and (d) Social justice. In one form or another, these objectives, albeit with varying emphasis, reflect the views of all sections of the population and represent a national consensus on the aims of planning. Since 1951, India has completed nine five year plans and the implementation of the Tenth Five Year Plan (2002-07) is underway. Part I of this work provides a detailed description and commentary on the processes and procedures of economic planning in India, in particular the institutional framework for planning, mechanism of transferring resources from the centre to the states for plan purposes, objectives of planning and an assessment of achievements. Part II of the book contains abridged versions of Final Plan Documents from First Five Year Plan (1951-56) to Tenth Five Year Plan (2002-07) including mid-term appraisal of the tenth plan released in June 2005. Part III contains time-series data (1950-51 to 2004-05) on Indian economy which would be useful for a cross-section of academic community and researchers, both in India and abroad. Part IV contains glossary of select terms used in plan documents. Part V provides English equivalents of Hindi terms used in plan documents. This work, it is hoped, would prove useful for the students of economics, commerce, public administration and business management. An understanding of the planning procedures will also serve the needs of legislators, administrators and those in industry and trade."

This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.

The Planning Commission played a crucial role in the type of development that India followed after independence. However, even though most economic analyses of India mention the five-year plans, the Planning Commission as an institution remains little studied. This is why this book proposes to look backward, examining the history of the idea of planning and the history and experience of planning in India. It also looks forward, trying to evaluate, beyond ideologies, which role the practice of planning has and should have in contemporary India. It then proposes that the NITI Aayog, the think tank founded on 1st January 2015 after the demise of the Planning Commission, could learn from this experience. This book addresses three leading questions: why plan economic development? How to plan? And what exactly can/should be planned?
