French foreign policy in the 1960's seemed unique because it was dominated by the anachronistic ideals of Charles de Gaulle. Edward L. Morse argues that in fact the foreign policies of all highly modernized states are so similar that they can be described and explained by a general theory of interdependence. He uses France as a case study of his theory, and shows that what makes French foreign policy in this period so fascinating is the way in which the behavior of the President brought into sharp focus the problems interdependence poses for nation-states. The book is divided into two parts. The first develops the theory of the conduct of foreign policy in any highly modernized society. The second part tests the theory by examining such characteristics of French foreign policy as: the erosion of the distinction between foreign and domestic affairs; the constraints put on foreign policy by the growth of international economic interdependence, which has also affected the autonomy of decision-making in a purely national context; the increased importance of foreign economic policy; the questioning of governmental priorities in foreign affairs; and the emergence of crisis management and manipulation as part of the routine procedures of foreign policy operations. Using documents only recently available, this pioneering book explores the interaction of German, British, French, and American policy at a time when the great depression and the growing political power of the Nazis had created a European crisis--the only such crisis between 1910 and 1941 in which the United States played a leading role. The author uses contemporary records to rectify the later accounts of such participants as Herbert Hoover, Julius Curtius, and Paul Schmidt. He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.

The period following the American War of Independence was, for the France of Louis XVI, the high water mark of its diplomatic prestige. With France's arch-rival, Britain, humbled by the loss of her main north American colonies and deprived of any significant continental alliances, Louis felt confident that France could at last re-assume its natural role as the economic, political and military leader of Europe. That this did not happen, and if anything France's international prestige sunk even lower, was a bitter pill for its rulers, and one that was to have important ramifications beyond the sphere of foreign policy. Indeed, continued frustration at France's impotence on the world stage became a pressing domestic issue, with radically opposing solutions being put forward to bring about a 'national regeneration'. This work focuses on the policy responses of the National Constituent Assembly to the issues of global competition, especially in the maritime, colonial and economic sphere, and with particular reference to Anglo-French rivalry. These responses are contrasted to the policies of the 'reforming' royal government of the Pre-Revolution of 1787-1789. From this analysis of the Old and New Regimes' respective global policies, it is shown how French responses to the demands of international competition played a role in both fostering and shaping the Revolution of 1789. Moreover, Whiteman argues that in spite of profound ideological differences, in material terms there was a significant degree of continuity between the policies of the Constituent deputies and the Old Regime royal government.
