As a result of a contract awarded by the Construction Engineering Research Laboratory, U.S. Army Corps of Engineers, and the Environmental Pro tection Agency, a workshop on the methodology of economic impact analy sis was held at Hueston Woods State Park Lodge in Oxford, Ohio, April 13-15, 1977. Leading researchers in regional modeling were gathered to take stock of current developments in the field and to put forth new ideas and directions for research. Also attending the workshops were individuals from various governmental agencies that use regional models and economic impact statements. Preliminary versions of the papers appearing in this vol ume served as focal points for discussions that have hopefully continued, stimulating further thinking of the problems addressed. The objectives of the conference were not only to explore recent develop ments in methodology but also to expose users of economic impact analyses to a wide variety of models and applications and to acquaint academicians with the needs of users. The papers appearing in this volume represent only a portion of the output of this workshop.

In September 1977 a "Regional Science Symposium" was held at the Faculty of Economics of the University of Goningen in the Netherlands. The impetus in organizing this symposium was the recent estab lishmen t at the F acuIty of Economics of a group engaged in teaching and research within the field of regional science. The aim of the symposium was to familiarize university members with regional science and to introduce the new group to both the national and international scene. Two separate topics of potential interest to both researchers and policy-makers were selected. The first theme, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy-oriented point of view. This ensured the spotlighting of the various dimensions of spatial inequality and its implications for regional policy. The results of their efforts have been collected in a volume entitled Spatial Inequalities and Regional Development. The second theme focussed on spatial statistical analysis. This branch of statistics is a relatively new one. It is receiving growing attention from researchers in the field of applied regional science. The conference dealing with this topic concentrated on recent research results related to the use of appropriate statistical and econometric methods for analyzing spatial data. The papers con cerned have been collected in another volume, entitled Exploratory and Explanatory Statistical Analysis of Spatial Data.

In 1989, after several years of discussion and negotiation, the Regional Econornics Applications Laboratory (REAL) was formed. This unique relationship between the Federal Reserve Bank of Chicago and the University of Illinois at Urbana-Champaign has been a significant source of intellectual inspiration for many students, visiting colleagues and members of the participating institutions for the past decade. The idea for REAL was hatched by Philip Israilevich and Geoffrey Hewings in typical Chicago style - in the back room of a local bar. In early December 1997, their collaboration came to an untimely end when Philip died after a three-year battle with cancer. The challenge of moving across a spectrum from theory to model development to implementation and interpretation provided the underlying motivation for REAL's formation together with an equally important component, namely the translation of many of these efforts into a form that could be understood and implemented by policy makers. For Philip, REAL and the Regional Science Association International provided the forums for his intellectual endeavors, although he also contributed many papers in banking. In recognition of his contributions and to provide a sense of the current research in the fields in which he published, many of the authors of these chapters assembled in Chicago in November, 1998 to participate in a small seminar in his honor. Several others who were not able to come nevertheless contributed chapters to this volume. Subsequently, all of the papers have been revised and updated.
