Smuggling is typically thought of as furtive and hidden, taking place under the radar and beyond the reach of the state. But in many cases, governments tacitly permit illicit cross-border commerce, or even devise informal arrangements to regulate it. Drawing on extensive fieldwork in the borderlands of Tunisia and Morocco, Max Gallien explains why states have long tolerated illegal trade across their borders and develops new ways to understand the political economy of smuggling. This book examines the rules and agreements that govern smuggling in North Africa, tracing the involvement of states in these practices and their consequences for borderland communities. Gallien demonstrates that, contrary to common assumptions about the effects of informal economies, smuggling can promote both state and social stability. States not only turn a blind eye to smuggling, they rely on it to secure political acquiescence and maintain order, because it provides income for otherwise neglected border communities. More recently, however, the securitization of borders, wars, political change, and the pandemic have put these arrangements under pressure. Gallien explores the renegotiation of the role of smuggling, showing how stability turns into vulnerability and why some groups have been able to thrive while others have been pushed further to the margins. With both rich empirical detail and novel theoretical contributions, Smugglers and States offers important insights into security and stability in North Africa and the prospects for economic inclusion in a context where many livelihoods exist outside of the law.

The Malian market at the railway terminus in Dakar was bulldozed in 2009 and, following privatisation of the railway, passenger services in Senegal soon ceased altogether. The consequences were felt especially by women traders who had travelled the line since its inauguration, making the terminus in Dakar the centre of a thriving network of traders and migrants. To examine the fates of those whose livelihoods were destroyed or disrupted, Gunvor Jónsson spent a year with the women evicted from the terminus. Urban Displacement and Trade in a Senegalese Market explores what happens at ‘the end’ of urban displacement, when it is all over, so to speak – when the dust has settled and people find themselves scattered in sometimes unfamiliar surroundings, trying to pick up the pieces and create something meaningful. This book argues that rupture and ensuing displacement do not produce a clean slate where identities, networks and histories must be produced from scratch. Traders and their markets do not simply vanish into thin air when they are evicted. The book examines not only what is lost but what emerges when a dense node, such as the terminus, is dissolved and fragmented. The ethnography of the traders reveals that the aftermath of eviction in cities may lead to diasporic forms of consciousness and identity formations. Displacement, whether on a local or global scale, demands difficult adjustments and people’s capacities to adapt to new circumstances and environments vary. This book uncovers some of these different capacities and variations in traders’ reactions to displacement. Assessing the different kinds of borders between African nations, the contributors present a borderland and trans-region approach to understanding the challenges and opportunities facing the peoples of the African continent. Africa faces rampant violence, terrorism, deterioration of water-energy-food provision, influxes of refugees and immigrants, and religious hatred under the trends of globalization. Solutions for these issues require new perspectives that are not attempted by conventional state-building approaches. Statehood is limited in many places on the African continent because many states are combined by loose political ties. African states’ borders tend to be regarded as porous and fragile.
