Fragility functions constitute an emerging tool for the probabilistic seismic risk assessment of buildings, infrastructures and lifeline systems. The work presented in this book is a partial product of a European Union funded research project SYNER-G (FP7 Theme 6: Environment) where existing knowledge has been reviewed in order to extract the most appropriate fragility functions for the vulnerability analysis and loss estimation of the majority of structures and civil works exposed to earthquake hazard. Results of other relevant European projects and international initiatives are also incorporated in the book. In several cases new fragility and vulnerability functions have been developed in order to better represent the specific characteristics of European elements at risk. Several European and non-European institutes and Universities collaborated efficiently to capitalize upon existing knowledge. State-of-the-art methods are described, existing fragility curves are reviewed and, where necessary, new ones are proposed for buildings, lifelines, transportation infrastructures as well as for utilities and critical facilities. Both the US and Taiwan, along with many other countries, have a history of such occurrences and a common need to reduce their effects. This volume includes papers from the fourth symposium workshop, held jointly between the US and Taiwan to discuss research and its application to multiple hazard mitigation. Earthquakes have caused massive death and destruction, and potentially damaging earthquakes are certain to occur in the future. Although earthquakes are uncontrollable, the losses they cause can be reduced by building structures that resist earthquake damage, matching land use to risk, developing emergency response plans, and other means. Since 1977, the federal government has had a research oriented program to reduce earthquake losses the National Earthquake Hazards Reduction Program (NEHRP). This program has made significant contributions toward improving our understanding of earthquakes and strategies to reduce their impact. Implementing action based on this understanding, however, has been quite difficult. This chapter provides an introduction to earthquakes: a sum mary of the earthquake hazard across the United States, a review of the types of losses earthquakes cause, a discussion of why earthquakes are a congressional concern, and an introduction to mitigation actions taken prior to earthquakes that can reduce losses when they occur. The federal policy response to date, NEHRP is then described and reviewed. Finally, specific policy options for improving federal efforts to reduce future earthquake losses are presented.
