Building an entirely new hub airport east of London could not be done without huge public investment in new ground transport infrastructure, and there could be a substantial impact on wildlife habitat in the Thames estuary. The viability of an estuary hub airport would also require the closure of Heathrow - a course of action that would have unacceptable consequences. Adding new runways to expand a number of other existing airports will not, on its own, provide a long-term solution to the hub capacity problem. The report also rejects the notion of linking existing airports by high-speed rail to form a split-hub; the outcome from this would be highly uncompetitive in terms of passenger transfer times compared to competitor hubs overseas. Other recommendations cover: compensation for people affected by noise from expansion at Heathrow; a national strategy to improve road and rail access to major UK airports; ensure that the High Speed 2 (HS2) rail network serves Heathrow and develop dedicated rail services to serve Gatwick and Stansted; study how far Air Passenger Duty impacts on the UK economy; carry out an objective analysis of the impacts of introducing differential rates of Air Passenger Duty; promotion of airports in regions outside the south east and introduce an APD tax holiday for a 12-month trial period for new services from them.

Drawing on reports from committees, evidence from outside observers and academic research, this report concludes that two years after the general election and the Wright reforms, the evidence is "broadly encouraging" - although committees face some obstacles and there is room for improvement. The "old doctrine by which ministers alone are accountable to Parliament for the conduct of their department is being stretched to implausibility and there is a need for a changed approach. It recommends that the Government engage with the Liaison Committee in a review of the relationship between Government and select committees with the aim of producing joint guidelines for departments and committees, which recognise ministerial accountability, the proper role of the Civil Service and the legitimate wish of Parliament for more effective accountability. The report also makes numerous recommendations for Committees, including: that they be forward-looking in scrutiny of departmental performance, devoting less effort to raking over the coals of past events unless there are lessons to be learnt; give more attention to the financial implications of departmental policy and how departments assess the effectiveness of their spending; experiment with different approaches to evidence-taking, broaden the range of witnesses, and make more use of commissioned research; follow up recommendations to ensure that reports have impact and report to the House at least once each Session on what has been done The Committee intends to ask the Backbench Business Committee for time for a debate in the House of Commons on a motion endorsing its conclusions and recommendations

The Transport Committee welcomes record investment committed to the 'classic' rail network but calls for greater regional balance in spending. Network Rail must also regain the confidence of passengers following recent disruption. The Committee calls for the Government to take responsibility for rolling stock, to address general shortages and ensure there will be sufficient trains to run on newly-electrified lines. The Committee also concluded: (i) Record levels of funding show a welcome commitment to ’classic' rail but this should be set in a longer-term strategic plan for the rail network, which ties into a wider transport strategy; (ii) The overrunning Christmas engineering works were unacceptable; (iii) Network Rail must have adequate contingency plans. They must also work with Passenger Focus and train operating companies to improve communication with passengers when engineering works fail; (iv) In the light of the change of status of Network Rail the ORR must reconsider whether fining a public sector body remains an effective means for the regulator to exert control; (v) Greater transparency is essential around rail spending. Criteria used to allocate spending should be published.

This report examines draft proposals from the European Aviation Safety Agency (EASA) to change the rules that govern how many hours a pilot can fly. The Transport Committee warns that working hours and conditions for pilots and cabin crew must be improved or safety could be at risk. Currently, the UK implements stricter flight time regulations than some other European countries, but under the new rules proposed by the European Aviation Safety Agency, the UK would not be able to have its own regime and the UK's current standards would be lowered. Fatigue is already an issue in aviation: 43% of pilots have reported falling asleep involuntarily at some point whilst on duty under the UK's current regulatory framework. The Committee recognises that flight time limitations are complex regulations, but the report highlights several issues where there is clear scope for improvement. The proposed 11 hour duty period at night for pilots flies in the face of scientific evidence and should be reduced to a 10 hour maximum. There is added concern that a pilot could land a plane after 22 hours awake. The Civil Aviation Authority must do more to monitor pilot hours so that long duty periods are the exception not the rule, and must address a culture of under-reporting of pilot fatigue. MPs accept that common European flight time limitations could improve aviation safety for UK passengers travelling on non-UK airlines. However, for these benefits to be realised the European standards must be uniformly high.

Changes to ATOL that come into effect today (April 30, 2012) do not go far enough say MPs on the Commons Transport Committee in this new report. Fundamental reform of ATOL - the consumer protection scheme for holidaymakers - is needed. The Committee calls on the Government to clarify its objectives for ATOL reform, to ensure that all passengers and holidaymakers are properly informed of the potential consequences of airline insolvency and the options available to them to obtain financial protection. MPs also recommend that: (i) The Civil Aviation Authority should work with the airlines to develop a code of practice covering information for all consumers making overseas holiday or travel bookings. This must be designed to ensure that passengers understand the risks of being stranded abroad as a result of airline insolvency and are aware of the insurance options available; (ii) The Government undertake research into consumers' views on whether, and in what ways, the ATOL scheme should be extended; (iii) The Government must distinguish between issues related to consumer protection and repatriation cover; (iv) Future reforms should be funded by the travel industry and must provide consumers with informed choices on protection options; (v) ATOL Protection Contributions should be linked to the value of the holiday booking, instead of the current flat rate of £2.50 per passenger.
