The New Deal was not the same deal for men and women—a finding strikingly demonstrated in Dividing Citizens. Rich with implications for current debates over citizenship and welfare policy, this book provides a detailed historical account of how governing institutions and public policies shape social status and civic life. In her examination of the impact of New Deal social and labor policies on the organization and character of American citizenship, Suzanne Mettler offers an incisive analysis of the formation and implementation of the pillars of the modern welfare state: the Social Security Act, including Old Age and Survivors' Insurance, Old Age Assistance, Unemployment Insurance, and Aid to Dependent Children (later known simply as "welfare"), as well as the Fair Labor Standards Act, which guaranteed the minimum wage. Mettler draws on the methods of historical-institutionalists to develop a "structured governance" approach to her analysis of the New Deal. She shows how the new welfare state institutionalized gender politically, most clearly by incorporating men, particularly white men, into nationally administered policies and consigning women to more variable state-run programs. Differential incorporation of citizens, in turn, prompted different types of participation in politics. These gender-specific consequences were the outcome of a complex interplay of institutional dynamics, political imperatives, and the unintended consequences of policy implementation actions. By tracing the subtle and complicated political dynamics that emerged with New Deal policies, Mettler sounds a cautionary note as we once again negotiate the bounds of American federalism and public policy.

The open access book provides a critical account of parenthood in Polish society. It uses a qualitative perspective to show how mothers and fathers engage with parenthood and also function in the labour market. Parenting in contemporary Poland is not only affected by individual preferences and choices, but significantly by the institutional context, in particular the family policy system, as well as socio-cultural norms of how men and women should fulfill parental roles. The author distinguishes between different kinds of work done in connection to parenthood and shows how the existing institutional system reinforces gender and other forms of social inequalities even in a post-communist state like Poland. The author demonstrates that Polish society has different expectations and institutional norms related to work and gender norms compared to those in long-standing democracies in Europe and elsewhere. The book also shows that the experiences of parenthood in Poland are different between men and women, between single and coupled parents, and based on economic and other resources. It should be obvious by now that this chapter is not concerned ex plicitly with the contributions of individual members to household or mar ket activity, nor does it examine the mechanisms by which work tasks or time is apportioned among them. To reiterate, households per se are the unit of analysis; the division of labor within, with respect to either household or market activities, is ignored. In this chapter, one must pre tend that the social relations within the household productive unit, which critically shape both the nature of work and its allocation, are hidden from view. To return to the earlier metaphor, households establish a to tal household "pie," made up of all the market and domestic chores that they will undertake and the time required for them. Only after that "pie" is created can it be sliced and the pieces doled out to individual members. 2 The household and market pie defined and described here can be roughly conceptualized as the total productive capacity of the household, or as the result of a pooling of individual talents and resources. Indeed, were a measure of the time available for leisure incorporated into the measure of the pie, the household's full income (budget) constraint (i. e. , the total productive potential of the household) could be described.
