Many countries are promoting aquaculture as one of the prime drivers of the rural economy and the employment of women and youth. [Author] However, the industry is criticized for inadequately representing the needs of workers. [Author] Most African countries have shown a willingness to advance industry goals through domestic programme planning and facilitating foreign direct investment. The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Food security has been persistently recognized in global discourse as one of the world’s main challenges. While some progress has been made towards ensuring access to safe, nutritious, and sufficient food for all people all year round (SDG Target 2.1) or eradicating all forms of malnutrition (SDG Target 2.2), over 800 million people are estimated to suffer from chronic hunger. With outputs from capture fisheries stagnating over the past few decades, aquaculture holds the potential to play crucial roles in achieving food security, but its importance for food security and nutrition has often been undervalued, and concerns exist regarding its environmental footprint. The rapid expansion of aquaculture has consequences relating to environmental sustainability, but aquaculture nonetheless holds the potential to significantly contribute to human food security. The goal of this collection is to highlight the contribution of aquaculture to food security through the development of sound and sustainable production practices. The focus will include all three pillars of sustainability: environmental sustainability (production technologies that optimize fish production and/or minimize significant environmental disruptions or impacts), economic sustainability (value chain analyses, market access for fish products, policy analysis), and social and community sustainability (socially-responsible aquaculture practices contributing to food security and well-being).

Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.

This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.
