A changing climate is likely to have a drastic impact on crop yields in Africa. The purpose of this book is to document the effects of climate change on agriculture in Africa and to discuss strategies for adaptation to hotter weather and less predictable rainfall. These strategies include promoting opportunities for farmers to adopt technologies that produce optimal results in terms of crop yield and income under local agro-ecological and socioeconomic conditions. The focus is on sub-Saharan Africa, an area that is already affected by changing patterns of heat and rainfall. Because of the high prevalence of subsistence farming, food insecurity, and extreme poverty in this region, there is a great need for practical adaptation strategies. Agriculture is the main sector of the Ethiopian economy. Uneven distribution of rainfall, droughts and high rainfall intensities contribute to low agricultural productivity and high levels of food insecurity. High population growth, the cultivation of steep and marginal lands, poor land management practices and lack of effective rainwater management (RWM) strategies aggravate the situation. Studies show that the adoption of RWM technologies is low and is influenced by several factors. This study assesses the patterns and the factors that influence farm household adoption of RWM technologies. Unlike previous studies which typically examined a single technology rather than the interdependence between technologies, the conceptual framework of this study is based on the premise that farmers are more likely to adopt a combination of promising RWM technologies. The need to consider this interdependence is one of the many recommendations made by this study to promote the adoption of RWM technologies.

This study deals with three interrelated problems. First, it pursues the quest for local knowledge to understand climate variability and change at local levels. Due to controversies, uncertainties, skepticism and embedded economic and political interests in the climate change discourse, effective world collective action is more likely to delay for quite some time to come. Moreover, as climate change discourse remains very weak at engaging local knowledge, policies that emanate from the discourse might be less responsive to local climate problems both in terms of policy ingredients and time frame. So, having highlighting the paramount importance of local knowledge, this study documents and critically analyzes this knowledge system among subsistence farmers in Ethiopia. Secondly, it analyzes the economic impacts of climate variability and change and adaptation through quantitative methods with a special focus on crop production. Finally, it analyzes the factors that influence adaptive behavior. In so doing, it challenges the traditional approach of adaptation research and brings in a conceptual framework borrowed from psychosocial theory and empirically tests the approach in explaining adaptive behavior of farmers.

Abstract: The objective of this paper is to determine the ability of farmers in Africa to detect climate change, and to ascertain how they have adapted to whatever climate change they believe has occurred. The paper also asks farmers whether they perceive any barriers to adaptation and attempts to determine the characteristics of those farmers who, despite claiming to have witnessed climate change, have not yet responded to it. The study is based on a large-scale survey of agriculturalists in 11 African countries. The survey reveals that significant numbers of farmers believe that temperatures have already increased and that precipitation has declined. Those with the greatest experience of farming are more likely to notice climate change. Further, neighboring farmers tell a consistent story. There are important differences in the propensity of farmers living in different locations to adapt and there may be institutional impediments to adaptation in some countries. Although large numbers of farmers perceive no barriers to adaptation, those that do perceive them tend to cite their poverty and inability to borrow. Few if any farmers mentioned lack of appropriate seed, security of tenure, or market accessibility as problems. Those farmers who perceive climate change but fail to respond may require particular incentives or assistance to do what is ultimately in their own best interests. Although experienced farmers are more likely to perceive climate change, it is educated farmers who are more likely to respond by making at least one adaptation.
