In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The data used for the study were obtained from 145 randomly selected sample households in the study area. Binary logit model was employed to analyze the determinants of farmers’ decisions to adopt modern technologies. Moreover, the average effect of adoption on household incomes and expenditure were estimated by using propensity score matching method. The result of the logistic regression showed that household heads’ education level, farm size, credit accessibility, perception of farmers about cost of the inputs and off-farm income positively and significantly affected the farm households’ adoption decision; while family size affected their decision negatively and significantly. The result of the propensity score matching estimation showed that the average income and consumption expenditure of adopters are greater than that of non-adopters. Based on these findings it is recommended that the zonal and the woreda leaders extension agents farm and education experts, policy makers and other development oriented organizations have to plan in such a way that the farm households in the study area will obtain sufficient education, credit accessibilities and also have to train farmers to make them understand the benefits obtained from adopting the new technologies. These bodies have also to arrange policy issues that improve farm labour participation of household members and also to arrange the ways in which farmers obtain means of income outside farming activities.

Lack of accurate information about soil nutrient requirements coupled with limited access to appropriate fertilizers could lead to mismatch between soil nutrient requirements and fertilizer applications. Such anomalies and mismatches are likely to have important implications for agricultural productivity. In this paper we use experimental (spectral soil analysis) data from Ethiopia to examine farmers’ response to soil nutrient deficiencies and its implications for yield responses. We find that farmers’ response to macronutrient (nitrogen and phosphorus) deficiencies is not always consistent with agronomic recommendations. For instance, we find that farmers in our sample are applying nitrogen fertilizers to soils lacking phosphorus, potentially due to lack of information on soil nutrient deficiencies or lack of access to appropriate fertilizers in rural markets. On the other hand, farmers respond to perceivably poor-quality soils and acidic soils by applying higher amount of nitrogen and phosphorus fertilizers per unit of land. We further show that such mismatches between fertilizer applications and soil macronutrient requirements are potentially yield-reducing. Those farmers matching their soil nutrient requirements and fertilizer application are likely to enjoy additional yield gains and the vice versa. Marginal yield responses associated with nitrogen (phosphorus) application increases with soil nitrogen (phosphorus) deficiency. Similarly, we find that farmers’ response to acidic soils is not yield-enhancing. These findings suggest that such mismatches may explain heterogeneities in marginal returns to chemical fertilizers and the observed low adoption rates of chemical fertilizers in sub-Saharan Africa. As such, these findings have important implications for improving input management practices and fertilizer diffusion strategies.

Agriculture and climate change are inextricably linked. Agriculture is part of the climate change problem, contributing about 13.5 percent of annual greenhouse gas (GHG) emissions (with forestry contributing an additional 19 percent), compared with 13.1 percent from transportation. Agriculture is, however, also part of the solution, offering promising opportunities for mitigating GHG emissions through carbon sequestration, soil and land use management, and biomass production. Climate change threatens agricultural production through higher and more variable temperatures, changes in precipitation patterns, and increased occurrences of extreme events such as droughts and floods. And if agriculture is not included, or not well included, in the international climate change negotiations leading up to the 15th Conference of Parties (COP15) of the UN Framework Convention on Climate Change in Copenhagen in December 2009, resulting climate change policies could threaten poor farming communities and smallholders in many developing countries. The policies could also impede the ability of smallholders to partake in new economic opportunities that might arise from the negotiations.
