The Committee report examined the Government proposal to amend the Licensing Act 1964, which was laid before Parliament in June 2001. The proposed Regulatory Reform Order would allow on-licensed premises and registered clubs to sell alcohol throughout the night on New Year's Eve this year. The Committee concluded that the proposals should be amended before a draft Order is laid before the House; concern was expressed about the effect that the current order might have on the Government's ability to bring forward future reforms to licensing hours, rather than specific concerns as to the substance of Order. The Committee concluded that although their expressed the hope that future regulatory reform proposals could be considered without the difficulties
