Una primera, relativa al Derecho financiero, donde se aborda el objeto de esta rama del Derecho, los ingresos no tributarios y la vertiente del gasto público a través del presupuesto. La segunda parte comprende el Derecho tributario material. Pese a la dificultad de deslindar los aspectos sustantivos y procedimentales de esta disciplina, se ha considerado útil a afectos didácticos mantener la distinción. En tercer lugar se aborda el Derecho tributario formal, donde se incluyen los procedimientos de gestión, inspección, recaudación, sancionador y revisor, junto a las reglas comunes a todos ellos. En está edición se han incorporado diversos pronunciamientos del Tribunal Supremo y del Tribunal Constitucional, junto a las modificaciones legislativas relativas a los ingresos y gastos públicos, como la Ley Orgánica 2/2012, de Estabilidad Presupuestaria y Sostenibilidad Financiera.
