For there cannot be two Foreign Secretaries, one acting and the other sleeping. Yet within a day or two there was another announcement: that Sir Edward Grey was again himself and again receiving foreign Ambassadors; and this was repeated daily as though to Show that in fact there were two Foreign Secretaries.
