It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. We include special reference to democratization in the developing world and in post-communist societies. In sum, just as 20 years ago, the journal today aims to encourage debate on the many aspects of democratization that are of interest to policy-makers, administrators and journalists, aid and development personnel, those involved in education, and, perhaps above all, the tens of millions of ordinary people around the world who do not (yet) enjoy the benefits of living under democratic rule. The two dozen articles collected in this ‘virtual’ special issue are emphatic proof of the power of the written word to induce debate, uncertainty, and ultimately progress towards better forms of politics, focused on the achievement of the democratic aspirations of men and women everywhere.

Georg Lukacs's The Process of Democratization provides indispensable reading for an understanding of the revolution that swept Russia and Eastern Europe during 1989-1990. Lukacs, a spokesman for anti-Bolshevik communism, was the advance guard of anti-Stalinist reform. Although "democracy promotion" has become a popular term for policy makers and scholars, democratization is rarely a smooth or linear transition. While some countries quickly democratize, others lag behind despite a long period of democracy promotion activities. Furthermore, while democracy promotion itself has been widely studied, there is a paucity of literature available assessing the outcome or the impact of democracy promotion. Between 2000 and 2005, colour revolutions swept away authoritarian and semi-authoritarian regimes in Serbia, Georgia, Kyrgyzstan and Ukraine. Yet, after these initial successes, attempts to replicate the strategies failed to produce regime change elsewhere in the region. The book argues that students of democratization and democracy promotion should study not only the successful colour revolutions, but also the colour revolution prevention strategies adopted by authoritarian elites. Based on a series of qualitative, country-focused studies the book explores the whole spectrum of anti-democratization policies, adopted by autocratic rulers and demonstrates that authoritarian regimes studied democracy promotion techniques, used in various colour revolutions, and focused their prevention strategies on combatting these techniques. The book proposes a new typology of authoritarian reactions to the challenge of democratization and argues that the specific mix of policies and rhetoric, adopted by each authoritarian regime, depended on the perceived intensity of threat to regime survival and the regime’s perceived strength vis-à-vis the democratic opposition. State Building and Democratization in Bosnia and Herzegovina details the post-Dayton evolution of the country over the last two decades. Carefully evaluating the successes and failures the book explores the slow progress of the democratization process and how key elites initially took hold of the state and its institutions and have successfully retained their grip on power, despite heavy international presence and reform attempts to counter-balance this trend. Bosnia and Herzegovina offers a useful lens through which to view international state-building and democratization efforts. International engagement here incorporated significant civilian and military investment and has been ongoing for many years. In each chapter international scholars and field-based practitioners examine the link between post-war events and a structure that effectively embeds ethno-national politics and tensions into the fabric of the country. These contributors offer lessons to be learned, and practices to be avoided whilst considering whether, as state-building and democratization efforts have struggled in this relatively advanced European country, they can succeed in other fragile states.
