In Democracy Disfigured, Nadia Urbinati diagnoses the ills that beset the body politic in an age of hyper-partisanship and media monopolies and offers a spirited defense of the messy compromises and contentious outcomes that define democracy. Urbinati identifies three types of democratic disfiguration: the unpolitical, the populist, and the plebiscitarian. Each undermines a crucial division that a well-functioning democracy must preserve: the wall separating the free forum of public opinion from governmental institutions that enact the will of the people. Unpolitical democracy delegitimizes political opinion in favor of expertise. Populist democracy radically polarizes the public forum in which opinion is debated. And plebiscitary democracy overvalues the aesthetic and nonrational aspects of opinion. For Urbinati, democracy entails a permanent struggle to make visible the issues that citizens deem central to their lives. Opinion is thus a form of action as important as the mechanisms that organize votes and mobilize decisions. Urbinati focuses less on the overt enemies of democracy than on those who pose as its friends: technocrats wedded to procedure, demagogues who make glib appeals to "the people," and media operatives who, given their preference, would turn governance into a spectator sport and citizens into fans of opposing teams.

This book delivers an original, theoretically informed analysis of the legal regulation of online speech. Rejecting the narrow pluralism of elitist and deliberative accounts of the citizen's role in political discourse, the book defends a participatory account of speech in non-deliberative settings. The latter account of political pluralism best captures the republican democratic aspiration for popular, on-going authorship of the laws and the centrality of freedom to dissent in democratic theory. The legal and policy implications for governments and social media platforms of this inclusive envisioning of public discourse are then elaborated upon. In the digital world, anyone with access to the internet can be a speaker. Speech on public platforms has become democratised. At the same time, aspects of online speech are plainly problematic. Concerns exist about disinformation, 'fake news', 'deep fakes', 'weaponised speech' and 'trolls'. Offensive speech and the polarising effects of robustly expressed political opinion are also troublesome. These assorted downsides of democratised speech are said to undermine the integrity of democratic processes and institutions. Public debate is distorted and coarsened and the electorate are misled. How ought the liberal democratic state respond to these challenges? This book articulates a participatory conception of deliberative democracy that takes the democratic ideal of self-government seriously. It aims to improve citizens' democratic control and vindicate the value of citizens' participation against conceptions that threaten to undermine it. The book critically analyzes deep pluralist, epistocratic, and lottocratic conceptions of democracy. Their defenders propose various institutional ''shortcuts'' to help solve problems of democratic governance such as overcoming disagreements, citizens' political ignorance, or poor-quality deliberation. However, all these shortcut proposals require citizens to blindly defer to actors over whose decisions they cannot exercise control. Implementing such proposals would therefore undermine democracy. Moreover, it seems naive to assume that a community can reach better outcomes 'faster' if it bypasses the beliefs and attitudes of its citizens. Unfortunately, there are no 'shortcuts' to make a community better than its members. The only road to better outcomes is the long, participatory road that is taken when citizens forge a collective will by changing one another's hearts and minds. However difficult the process of justifying political decisions to one another may be, skipping it cannot get us any closer to the democratic ideal. Starting from this conviction, the book defends a conception of democracy ''without shortcuts''. This conception sheds new light on long-standing debates about the proper scope of public reason, the role of religion in politics, and the democratic legitimacy of judicial review. It also proposes new ways to unleash the democratic potential of institutional innovations such as deliberative minipublics.

The World Bank has invested $85 billion over the last decade to support community participation worldwide. But even as these opportunities have become more popular, many contend that they have also become less connected to actual centers of power and the jurisdictions where issues relevant to communities are decided. With this book, Gianpaolo Baiocchi and Ernesto Ganuza consider the opportunities and challenges of democratic participation. Examining how one mechanism of participation has traveled the world—with its inception in Porto Alegre, Brazil, and spread to Europe and North America—they show how participatory instruments have become more focused on the formation of public opinion and are far less attentive to, or able to influence, actual reform. Though the current impact and benefit of participatory forms of government is far more ambiguous than its advocates would suggest, Popular Democracy concludes with suggestions of how participation could better achieve its political ideals.
