Why does political decentralization seem reduce intrastate conflict more in some countries than in others? This question constitutes the central focus of Peace by Design. Brancati argues that the ability of decentralization to reduce intrastate conflict hinges on the electoral strength of regional parties. According to Brancati, regional parties tend to promote intrastate conflict by creating regional identities, advocating legislation harmful to other regions and regional minorities, and mobilizing groups to engage in conflict or supporting extremist organizations that do. Brancati also highlights a number of conditions under which regional parties are more likely to promote conflict, such as democratic transitions. Brancati further argues that decentralization increases the strength of regional parties depending on particular features of decentralization (i.e., the proportion of legislative seats a region possesses, the number of regional legislatures in a country, the upper house election procedures, the sequencing of national and regional elections). These features of decentralization vary across countries and are fundamental to explaining why decentralization is not effective in reducing conflict in all countries. Brancati's ultimate conclusion is that decentralization can be effectively designed to promote peace, as long as it is designed to encourage statewide parties to incorporate regional parties into their agendas and to limit the strength of regional parties. The author provides compelling evidence for her argument through three detailed cases studies (e.g., Czechoslovakia, Spain, and India) and a rigorous quantitative analysis in which she introduces a new dataset on constituency-level elections that will prove an invaluable resource for many future studies.

In most regions of the world, federalism (territorial autonomy) is used as a successful institutional means of dispersing political power and accommodating ethnic, religious, and cultural diversity. The Middle East is an exception. Aside from the anomalous case of the U.A.E and Iraq's troubled experiment with federalism, Middle Eastern regimes have largely resisted efforts to decentralize political power. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. The theoretical case for federalism is backed by empirical evidence, but to accurately evaluate the practical and logistical feasibility of its implementation in any given case requires detailed knowledge of 'real world' political realities. There is no one-size-fits-all decentralized fix to deeply divided and conflict-ridden states. One of the hotly debated policy prescriptions for states facing self-determination demands is some form of decentralized governance - including regional autonomy arrangements and federalism - which grants minority groups a degree of self-rule. Yet the track record of existing decentralized states suggests that these have widely divergent capacity to contain conflicts within their borders. Through in-depth case studies of Chechnya, Punjab and Québec, as well as a statistical cross-country analysis, this book argues that while policy, fiscal approach, and political decentralization can, indeed, be peace-preserving at times, the effects of these institutions are conditioned by traits of the societies they (are meant to) govern. Decentralization may help preserve peace in one country or in one region, but it may have just the opposite effect in a country or region with different ethnic and economic characteristics.

Foreign Fighters in Ukraine is the first comprehensive academic study taking an in-depth look at foreigners who have chosen to fight in the conflict in Ukraine. While there has been considerable focus in policy, security and academic circles on the threat from returning jihadists – so-called returnee foreign terrorist fighters – the same danger from right-wing, but not essentially terrorist, extremists and others has been largely overlooked. As Westerners rushed to join the nascent Caliphate in Syria/Iraq, others simultaneously traveled to another foreign war on what many would call Europe’s doorstep: the Russo-Ukrainian war. This book unmasks this largely unknown group of fighters as the author dives into the fighters’ ideological and social backgrounds, their motivations for joining the conflict, their travails on the way there and their battle record in Eastern Ukraine. To a large extent based on interviews with the fighters themselves, it is a study on how and why men risk their lives while fighting a foreign war – and attract the attention of security services at home upon their return. The Russian invasion of Ukraine in 2022 jeopardizes the country's independence and its chances for Western-style development. However, the heroic attitude of the Ukrainian people, combined with a solidifying national identity, makes the domestic foundations for a western turn stronger than ever. After the invasion, building strong foundations of liberal democracy will be a top priority. In addition to alleviating immediate problems, the country must also address its post-communist legacy and address the constraints of patronalism. The authors of this edited volume, leading Ukrainian scholars supplemented by colleagues from Hungary, examine the chances of an anti-patronal transformation after the war. The book provides an overview of the development of Ukraine's political-economic system: color revolutions in 2004 and 2014 brought democratic transformation, but no change in the patronage system The result was patronal regime cycles instead of the emergence of a Western-type liberal democracy in the country. Building on the conceptual framework of the editors' The Anatomy of Post-Communist Regimes (CEU Press, 2020), the 12 chapters examine the impact of the war on patronal democracy, the relational economy, clientelist society, and the international environment in which Ukraine operates.
