During the course of the study, FAA costs incurred in the public interest were identified as costs to be allocated to the public sector and not to the airport and airway system users. In addition to a theoretical evaluation of alternative treatments of such costs, five specific areas are explored: providing ATC services to small communities, supporting military requirements of ATC system elements, providing weather data to nonaviation users, supporting regulatory activities of safety, medicine and environment, and operating the national capital airports.
