As computer technology has advanced, federal agencies have become dependent on computerized information systems to carry out their operations and to process, maintain, and report essential information. Virtually all federal operations are supported by automated systems and electronic data, and agencies would find it difficult, if not impossible, to carry out their missions, deliver services to the public, and account for their resources without these information assets. Information security is thus especially important for federal agencies to ensure the confidentiality, integrity, and availability of their information and information systems. Conversely, ineffective information security controls can result in significant risk to a broad array of government operations and assets. Examples of such risks include the following: Resources, such as federal payments and collections, could be lost or stolen. Computer resources could be used for unauthorized purposes or to launch attacks on other computer systems. Sensitive information, such as taxpayer data, Social Security records, medical records, intellectual property, and proprietary business information, could be inappropriately disclosed, browsed, or copied for purposes of identity theft, espionage, or other types of crime. Critical operations, such as those supporting critical infrastructure, national defense, and emergency services, could be disrupted. As cyber threats continue to evolve, the Federal Government is embarking on a number of initiatives to protect Federal information and assets and improve the resilience of Federal networks. OMB, in coordination with its partners at the National Security Council (NSC), the Department of Homeland Security (DHS), and other agencies, helps drive these efforts in its role overseeing the implementation of programs to combat cyber vulnerabilities and threats to Federal systems. Today, as required by the Federal Information Security Management Act of 2002 (FISMA), OMB is sending to Congress the annual report that tracks the progress of our efforts while also identifying areas of needed improvement. Agencies take a number of actions to protect government networks and information, implementing tools and policies in order to mitigate potential risks. The fiscal year (FY) 2014 FISMA report provides metrics on Federal cybersecurity incidents, the efforts being undertaken to mitigate them and prevent future incidents, and agency progress in implementing cybersecurity policies and programs to protect their networks. FY 2014 proved to be a year of continued progress toward the Administration's Cybersecurity Cross Agency Priority (CAP) Goal, which requires agencies to “Know Your Network” (Information Security Continuous Monitoring), “Know Your Users” (Strong Authentication), and “Know Your Traffic” (Trusted Internet Connection Consolidation and Capabilities).
