Cantopop, its particular form of pop music, was popular throughout China and East Asia from the 1970s. So why is Hong Kong’s creative industry today in a state of stagnation? Cultural Policy and East Asian Rivalry unravels the challenges faced by the creative industries in Hong Kong in relation to the wider East Asian context in countries including Singapore, Japan, Korea, Vietnam, Malaysia and China. Based on a four-year study of the gaming industry in Hong Kong, this book explores the barriers that creative industries face in the region. Fung argues that a lack of cultural policy in Hong Kong has damaged the gaming industry and by extension all creative industries in the region by rendering them uncompetitive. Conversely, the growing strength of cultural policy in other countries across the region has created further barriers for the industry.

This volume examines the relations between popular culture production and export and the state in East and Southeast Asia including the urban centres and middle-classes of Taiwan, South Korea, Japan, Singapore, Indonesia, Malaysia, China, Thailand, and the Philippines. It addresses the shift in official thinking toward the role of popular culture in the political life of states brought about by the massive circulation of cultural commodities and the possibilities for attaining "soft power". In contrast to earlier studies, this volume pays particular attention to the role of states and cross-state cultural interactions in these processes. It is the first major attempt to look at these issues comparatively and to provide an important corrective to the limitations of existing scholarship on popular culture in Asia that have usually neglected its political aspects. As part of this move, the essays in this volume suggest a widening of disciplinary perspectives. Hitherto, the preponderance of relevant studies has been in cultural and media fields, anthropology or history. Here the contributors explicitly draw on other disciplinary perspectives – political science and international relations, political economy, law, and policy studies – to explore the complex interrelationships between the state, politics and economics, and popular culture. This edited book reflects the "yin-yang" of East Asia — the analogy of co-existing "hot and cold" trends in that region. To concentrate only on geopolitical competition and regional "hot spots" will exaggerate, if not misrepresent East Asia as a Hobbesian world. Nevertheless, geopolitical competition cannot be ignored because a failure of the balance of power and deterrence between China and the United States (and its allies) will destabilise the region. There are four "vectors" in the geopolitics of East Asia: China rising, the United States "rebalancing" to this region, Japan "normalising" as a nation-state and ASEAN emerging as a regional community. The interplay of these four "vectors" will set the trajectory of geopolitics in East Asia. Another focus of this volume is on the politics of identity. The distinctiveness, character and flavour of a group, real or imagined, can be "cool." "Cool" as in being charming and appealing transcends national boundaries. Plurality and diversity of identities and cultures in East Asia can be a celebration of life and humanity. However, xenophobic identities, often based on exclusive race, language, religion and hegemony, and its subsequent politicisation can rend a nation apart. Indeed, the affirmation of one's identity may be at the expense or denial of the identity of "the other." Similarly, the assertion and the intricacy of identity and nationalism in East Asia can also be problematic. However, a person or group can have multiple and different scales of identities. Indeed, identities can be fluid and situational. The Cold War in Southeast Asia was a many-faceted conflict, driven by regional historical imperatives as much as by the contest between global superpowers. The essays in this book offer the most detailed and probing examination to date of the cultural dimension of the Cold War in Southeast Asia. Southeast Asian culture from the late 1940s to the late 1970s was primarily shaped by a long-standing search for national identity and independence, which took place in the context of intense rivalry between the United States and the Soviet Union, with the Peoples' Republic of China emerging in 1949 as another major international competitor for influence in Southeast Asia. Based on fieldwork in Burma, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam, the essays in this collection analyze the ways in which art, literature, film, theater, spectacle, physical culture, and the popular press represented Southeast Asian responses to the Cold War and commemorated that era's violent conflicts long after tensions had subsided. Southeast Asian cultural reactions to the Cold War involved various solutions to the dilemmas of the newly independent nation-states of the region. East Asia is a powerhouse of economic and social development, with cultural industries that have burgeoned as countries in the region have generated consumer economies and a middle class. Despite ongoing security tensions, growing evidence suggests that a vigorous cultural trade in such commodities as comics, cinema and TV drama is creating a shared regional popular culture. The widespread diffusion of the Internet, and the concomitant rise of non-professional online publishing and social networking, is creating new communities among the consumers of these cultural commodities. Rivalry for leadership in the sphere of the culture industries provides a fertile field for the study of soft market power versus hard political power. The competing national discourses of the 'Korean Wave' (hallyu) and Japan's 'Gross National Cool' indicate a struggle for new forms of influence in the East Asian region, a struggle that is becoming more intense as China, too, starts to exert soft power influence on a global scale in the form of cultural industries and foreign aid. Complicated Currents: Media Flows, Soft Power and East Asia addresses transnational production and consumption of media products such as cinema, television dramas, popular music, comics and animation in Japan, South Korea and China.
