A familiar object, the sugar bowl, has come to stand as a symbol for one of the most difficult and complex problems which the United States must face in its domestic politics, administration of insular affairs, relations with Cuba, and, indirectly, relations with all of Latin America in the present concern over national defense. This thesis, then, is more, it is hoped, than just another treatise on Cuba. While considerable space is given to a discussion of the development of the sugar industry in Cuba, in respect to that in the United States, its possessions, and the rest of the world, the main topic relates to the more immediate consequences in Cuba and the United States of Cuba's position in the United States market as a result of our sugar control system, our Trade Agreements program, and the outbreak of the European War in 1939. Indeed, since 1934 and especially since the outbreak of war in 1939, the relation of Cuba to the United States has been closer than it has ever been since the War of Independence. This intimacy itself has raised a host of political and economic problems, which are all the more complex since we must deal with Cuba as a foreign nation in relation to our policy with our own insular possessions. The thesis, therefore, has desired to point out the manner in which the various interests of the sugar industry have been reconciled under governmental control, and to give certain recommendations for the future, with perhaps an underlying moral issue of setting an example for the rest of the world as to what can be accomplished in economic and political international relations by assuming the role of the "Good Neighbor".
