At a time of great global uncertainty and instability, communities face fracturing from the increasing influence of extremist movements hostile to democratic and multicultural norms. Europe and the West have grown increasingly polarised in recent years, beset with financial crises, political instability, the rise of malicious actors and irregular violence, and new forms of media and social media. These factors have enabled the spread of new forms of extremism and suggest a growing need for a response sensitive to inequalities and divisions in wider society – a task made even more urgent by the COVID- 19 pandemic. This book examines the actors that shape societal dynamics leading to, or preventing, violent extremism from taking roots in their communities, including state representatives, religious institutions, and civil society actors. The volume contributes to an emerging stream of research focusing on intra- and inter-group dynamics to explain the emergence and persistence of, or resilience against, violent extremism. It utilises an actor-centric approach, uncovering the landscape of actors that play relevant roles in shaping societal dynamics leading to, or preventing, violent extremism affecting their communities. The analysis builds on new empirical evidence collected in Bosnia and Herzegovina, Kosovo, North Macedonia, Serbia, Iraq, Lebanon, and Tunisia. Through the lens of affective governance—which refers to a style of governing emphasizing the emotional and psychological needs of citizens, as well as their sense of connection and belonging to their community—this book draws attention to how policy enactment can be closely aligned with government agendas revolving around the management of risk. The authors argue that extremism is closely tied to systemic marginalization and, while efforts to combat a susceptibility to extremism are important, so is a continual critique of such efforts. This is especially true when approaches are aimed at populations who are already marginalized.

This book provides an alternative perspective on community resilience, drawing on critical sociological and social policy insights about how people individually and collectively cope with different kinds of adversity. Based on the idea that resilience is more than simply an invention of neoliberal governments, this book explores diverse expressions of resilience and considers what supports and undermines people’s resilience in different contexts. Focusing on the United Kingdom, it examines the contradictions and limitations of neoliberal resilience policies and the role of policy in shaping how vulnerabilities are distributed and how resilience is manifested. The book explores different types of resilience including planning, response, recovery, adaptation and transformation, which are examined in relation to different types of threat such as financial hardship, disasters and climate change. It argues that resilience cannot act as an antidote to vulnerability, and aims to demonstrate the importance of shared institutions in underpinning resilience and in preventing socially created vulnerabilities.
