This book considers the increasing trend towards a ‘culture of control’ in democratic countries. The post-9/11 counter-terrorism laws in nations such as the USA, the UK, Canada and Australia provide a stark demonstration of this trend. This book examines the role of terrorist innovation and learning in theory and practice, and in the context of three specific EU case-studies. It is often said that terrorist groups are relatively conservative in character operating in a technological vacuum – relying almost exclusively on bombs and bullets. In the aftermath of a terrorist attack political stakes are high: legislators fear being seen as lenient or indifferent and often grant the executive broader authorities without thorough debate. This book re-calculates the cost of counterterrorist law to the United Kingdom and the United States, arguing that the damage caused is significantly greater than first appears.
