But if the House referred to a certain report of Major Bell, the magistrate of the Leribe district, Basutolaud, they would find that he said arms were brought into the county in direct defiance of the laws of the territory. Now, if that were so, those guns were brought in fraudulently, and he did not see the harm of requiring the Basutos to surrender them, especially when they were paid for them. In a subsequent report, Major Bell said that if the Act could be carried out, no rational man could doubt its beneficial effects. A great cry had been made that the Government had fiaunted the proclamation of the Peace Preservation Act in Basutolaud just before Parliament had met, and a great deal of indignation had been wasted on the matter. That was the first time in his life in which he had known the Government Gazette used as a weapon of ofl'ence (laughter). For himself, he called it the most harmless and impartial paper in the Colony, which was more than could be said of the Argus (renewed laughter). This fiaunting of the Government Gazette in the face of the House, had, he fancied he saw, induced a pallor in the cheeks of the honourable and handsome member for Stellenbosch, and the member for Port Elizabeth had evidently taken it muchto heart (roars of laughter).
