Conheci o Felipe em 2010, na altura era estudante do curso de Graduação em Direito e tive a oportunidade de participar de sua banca de avaliação da iniciação científica, durante o Encontro Gaúcho de Estudantes de Direitos (EGED) realizado na Universidade Federal de Santa Maria. Depois disso, gentilmente me convidou para a semana acadêmica do Curso de Direito da Universidade Luterana do Brasil (ULBRA) em Cachoeira do Sul. Entre tantos encontros fiz um ótimo amigo no meio acadêmico! Passado o tempo, as redes sociais colocaramnos face a face e, novamente, os entrecruzamentos de projetos acadêmicos. Assim, foi com imensa satisfação que prontamente aceitei o convite para escrever o prefácio deste livro, embora seja preciso dizer que, há alguns anos atrás, por desleixo meu tenha ficado a dever outro prefácio. Nada como o tempo, a paciência e a tolerância para que possamos nos redimir. Sobre o autor, trata-se de estudante extremamente dedicado, perspicaz e proativo no desenvolvimento do Direito Administrativo. Felipe é um apaixonado por esse campo, sem nenhuma sombra de dúvida. Paralelo a isso, uma vida profissional entrelaçada com as questões ligadas à Administração Pública. Ao meu ver, seu grau de comprometimento e dedicação antecedem e asseguram à pesquisa qualidade! Sobre a obra, ver e perceber o cidadão como um sujeito ativo no fazer da Administração Pública é fundamental. A sistemática da dogmática do Direito afundada em questões legislativas tende a afastar a participação popular em prol da técnica. Felipe demonstra que a democracia na prática é a participação (consciente) de todos nas questões públicas. Dessa forma, o controle social das políticas públicas torna-se extremamente relevante. Em tempos de desinteresse pela participação nada como uma obra que volte a aquecer um dos princípios fundamentais da República: democracia!
