Updated as of May 29, 2018 This final rule sets forth requirements and procedures for the voluntary vehicle trade-in and purchase/lease program under the Consumer Assistance to Recycle and Save Act of 2009. This program helps consumers pay for a new, more fuel efficient car or truck from a participating dealer when they trade in a less fuel efficient car or truck. The rule establishes a process by which dealers can register in order to participate in the program and establishes the criteria this agency will use to determine which disposal facilities are eligible to receive and either crush or shred the trade-in vehicles. It also sets forth the criteria that trade-in vehicles and new vehicles must meet in order for purchases and leases to qualify for assistance under this program and establishes the requirements that must be met by consumers, dealers, disposal facilities and others. Finally, the rule sets forth enforcement procedures and provisions for punishing fraud and other violations of the program requirements. In July and August 2009, the federal government implemented the Consumer Assistance to Recycle and Save (CARS) program, or ¿Cash for Clunkers,¿ a temporary vehicle retirement program that offered consumers a monetary credit ($3,500 or $4,500) to trade in an older vehicle for a new, more fuel-efficient one. The National Highway Traffic Safety Administration (NHTSA) was responsible for administering the program. This report examines: (1) what is known to date about the extent to which the CARS program achieved its objectives; (2) what stakeholders¿ experiences were with the CARS program; and (3) how the CARS program compares to other selected domestic and international vehicle retirement programs. In an attempt to boost sagging U.S. auto sales and to promote higher vehicle fuel economy, the President signed legislation on June 24, 2009, establishing a program to provide rebates to prospective purchasers toward the purchase of new, fuel-efficient vehicles, provided the trade-in vehicles are scrapped. The program was known as Consumer Assistance to Recycle and Save (CARS), or informally, as "cash for clunkers". CARS ran for a month and during this period, 700,000 vehicles were traded. Estimates of new vehicle sales induced by the rebate system range from 125,000 to as many as 440,000.
